Job Description:

Leidos currently has a need for a Senior Network Engineer (SNE) on the PACAF C5ISRO Program located at Joint Base Pearl Harbor-Hickam, Oahu, Hawai’i. The SNE will support the HQ PACAF A2Y Intelligence Surveillance and Reconnaissance Directorate providing network engineering technical services to include, but not limited to, advanced and complex analysis of network and system performance to include the advanced evaluation of network architecture design and configurations with specific expertise in network data transfer protocols and Cisco, Brocade, SolarWinds and other network management tools, be capable of designing, recommending, and implementing resolution of complex hardware and/or software solutions of multiple operating systems to maximize network performance, and provide technical services to include, project management, network management, knowledgeable in systems interoperability, configuration and operational capability and limitations, C5ISR applications integration and optimization, and provide site surveys as required. The SNE must have current knowledge of DoD Information Security Policies and Programs for COMPUSEC and INFOSEC, multi-level security, and emerging information warfare concepts; understanding of military operations, organizations, and operational information requirements in peacetime, crisis, and war.

PRIMARY RESPONSIBILITIES:

  • Provide lead technical solutions and expertise in network engineering, management, administration, and infrastructure design on Enterprise and regionalized networks.
  • Submit Technical Solutions for requirements based on the complexity as determined by the COR (the COR will determine any changes in the schedule).
  • Provide technical reports including white papers, technical solutions, and support to technical working group (TWG).
  • Lead and participate in multi-disciplinary engineering teams; develop test plans for PA-ESC network hardware and software solutions.
  • Lead the design, configuration, and support of Enterprise solutions and manage the configuration and support of the AF JWICS solutions for backup, disaster recovery, storage area network/network attached storage/directly attached storage (SAN/NAS/DAS).
  • Provide support and guidance to ensure PA-ESC network and configuration management policies are followed.
  • Embed cybersecurity requirements, additional tool and configurations to ensure compliance with ICDs and obtain/maintain authorization to operate.
  • Support systems development, documentation, and deployment of PA-ESC test lab criteria.
  • Provide insight on components and configurations front-end and back-end to establish AF JWICS Enterprise solutions through development and documentation of the solution.
  • Provide support in maintaining lab equipment and ensure it remains operational for creating test lab scenarios to meet delivery needs and service requirements.
  • Oversee the administration and management of network IP address space, domain name system (DNS), dynamic host configuration protocol (DHCP), and wide area network (WAN) infrastructure.
  • Develop standard operating procedures (SOPs) and provide support in operating guidance for the PA-ESC test lab environment.
  • Develop build guides and appropriate documentation IAW the CCMP, the deployment and administration of network assets, configuration, performance, and security through the use of network management toolsets and administrative functions.
  • Provide test and inspection reports to the COR or designated Government representative.
  • Lead, assess, analyze, categorize and resolve network issues by identifying, validating, isolating, optimizing, correcting faults, and verifying service restoration with customers.
  • Lead, design and implement core network configuration, provide and coordinate core network configuration, installation, and management of data services at the network hardware and software operating systems level Maintain operational availability of network services.
  • Collaborate with designated Government lead and PA-ESC network engineers to ensure conformity to Enterprise network standards.
  • Develop test plans for network hardware and software solutions, to include:
  • Provide insight on enterprise network components and configurations front-end and back-end.
  • Coordinate/collaborate with AF JWICS Engineering and Development Team engineers to establish enterprise solutions through development and documentation of requirements.
  • Use build guides and appropriate documentation IAW the CCMP for deployment and administration of network assets, configuration, performance, and security through the use of network management toolsets and administrative functions.
  • Attend bi-weekly dVTC "Tech Talks" with the four Enterprise Service Centers (ESCs) and regional sites as requested by the PA-ESC Site or Ops Lead.
  • Provide expertise in network toolsets.
  • Develop configuration standards and oversee deployment of IP Management, Network Monitoring, Network Access and Network Analyzing tool sets.
  • Remain current on other technologies integrated as part of Enterprise sustainment, maturation, improvement, and further development.
  • Maintain Enterprise and site level network drawings and diagrams.
  • Maintain and manage Enterprise IP schema IAW applicable standards and guidance.
  • Provide SME support to the Enterprise Services Management Team (ESMT), other ESCs, and regional sites as required.
  • Assess, analyze, categorize and resolve network issues by identifying, validating, isolating, optimizing, correcting faults, and verifying service restoration with customers.
  • Design and implement core network configurations, provide and coordinate core network configuration, installation, and management of data services at the network hardware and software operating systems level.
  • Maintain operational availability of network services.
  • Provide Engineering/SME support to the PA-ESC and Regional sites for the installation, testing, troubleshooting, programming, maintenance, and repair of network switches and routers, power, and computer data circuits and related apparatus required to support the network infrastructure.
  • Support configuration management of the Enterprise by maintaining a wide range of configuration management tasks and apply the principles, criteria, and procedures of applicable regulations and guidance documents to all supported sites.
  • Ensure all assigned tasks are tracked in Government approved software systems.
  • Maintain engineering documentation, to include but not limited to technical solutions.
  • Provide technical solutions and cost consisting of List of Materials (LOM), and network physical/logical diagrams IAW Government directed processes and procedures.
  • Participate in AF JWICS Engineering and Development Team Requirements Review Boards and Engineering Review Boards.
  • Analyze existing AF JWICS Enterprise network infrastructure and make recommendations and/or provide engineered solution for optimization.
  • Review and make recommendations for all assigned Change Requests.
  • Be customer service oriented, possess project management skills, and have the ability to brief complex problems/solutions to Government Senior Level Leaders (GO/FLAG/SES)

MANDATORY QUALIFICATIONS:

  • Active TS/SCI Clearance
  • Master’s Degree in engineering, computer science or a related scientific field. A Bachelor's degree and additional years of experience will be accepted in lieu of Masters.
  • 10+ years of experience in C4I related activities and maintaining classified networks
  • Meet certification and licensing requirements for Network Users and Certifying Network Professionals
    • Current Cisco Certified Network Professional Enterprise Certification – Routing and Switching (CCNP)
    • Current CompTIA Security+ or Certified Information Systems Security Professional certification (CISSP)
    • Familiarity with Cisco Unified Communications Manager Session Management Edition (Voice/Video)
  • Exceptional communication skills (written, oral, and briefing)

PREFERRED QUALIFICATIONS:

  • Experience with USAF Intelligence related client software operating across a wide range of environments
  • Knowledge of Open Systems Interconnection (OSI) layers for troubleshooting and installations
  • 5+ years of experience programming Cisco and Brocade Network Hardware Platforms, Switches, Switched Fabric and Load Balancers
  • Knowledgeable of supporting services, Cisco Secure Access Control Systems (SACS), and SolarWinds Orion
  • Knowledge of Network Monitoring, and General Dynamics Encryptor Manager (GEMX)
  • Experience with PowerPoint, Excel, DRA, Active Directory, SharePoint and Visio
  • Knowledge of industry recognized configuration models such as CMM and/or ISO, and experience/ability implementing information security practices in a Department of Defense environment
  • Understanding of the virtualization environment covering disaster recovery, network analysis, and fault isolation
