Job Description:

The Government Health and Safety Solutions Operation is currently seeking a

Technical Lead (.Net) supporting the O&M team on United States Department of Health and Human Services (HHS) Program.

Responsibilities include providing Operations and Maintenance (O&M) and DME support that includes: scheduling, task estimation, web software maintenance, web service maintenance, production support, support for ad hoc requests, and configuration management in Scrum/Kanban software environment.  The position will also require experience with ETL, GIS, BI tools and other associated technologies.  Work will take place between the customer site and Leidos site in Bethesda, MD. Due to COVID situation, remote work is allowed until further guidance. The Technical Lead will be expected to:

  • Lead a rapid-response team comprised of multiple functional roles (business analysts, subject matter experts, ETL/GIS/.NET developers, testers, etc.) in meeting customer requirements and participating in the day to day maintenance of web applications;
  • Understand and participate in the software maintenance lifecycle using Kanban development methodology;
  • Thrive in a fast-paced work environment;
  • Ensure the team produces high quality code that meets customer expectations and requirements with a low defect rate while meeting schedule targets;
  • Submit status information to the PM for inclusion in customer status reports;
  • Adhere to CMMI Maturity Level 4 processes;
  • Provide a high-level of customer support with an emphasis on cycle time and meeting customer due dates/expectations;
  • Provide thought leadership and innovation within the team.
  • Provide help desk triage/production support.
  • Mitigate production security issues
  • Write/Maintain technical specifications and documentation
  • Lead DevOps lifecycle of system releases
  • Full Stack Web Development

QUALIFICATIONS:

Minimum of Bachelor's degree in a related technical field and 8+ years related technical experience (or equivalent based on evaluation of academic credentials, training and/or experience).
 

REQUIRED SKILLS/EXPERIENCE:

  • Must have experience maintaining web applications in C#, .NET Framework, ASP.NET, SQL/TSQL, SQL Server, SSIS, GIS, GIT, BitBucket, Bamboo UML, RESTful APIs, ASP.NET MVC, ReactJS, Javascript, .Net Core.
  • Experience with enterprise level information management systems;
  • Must have experience in XML and related technologies (XSLT, XPath, XQuery, XSD, SOAP);
  • Must be experienced with databases and entity-relationship diagram documentation;
  • Must be experienced with Object Oriented Design and use of Design Patterns;
  • Must have production support experience;
  • Must have experience writing automated unit tests;
  • Experience mentoring software engineers to improve their skills, and make them more effective software engineers;
  • Experience influencing software engineers best practices within your team;
  • Must have a commitment to delivering high-quality software and data;
  • Must demonstrate a sense of urgency, and the ability to work independently and proactively in achieving team and individual objectives;
  • Must have agile software development experience;
  • Must be comfortable in a dynamic and fast-paced environment;
  • Must have strong attention to detail and an inquisitive mindset;
  • Experience with Business Intelligence dashboard applications/software a plus.;
  • Familiarity with Code Quality tools such as Sonarqube and HP Fortify nice to have.

U.S. citizenship or permanent resident status for at least three full calendar years and the ability to pass a background investigation is required. Candidates will be required to sign and adhere to data use agreements on an annual basis.
