The Defense Group at Leidos is seeking a Program Manager with M777A2 Howitzer experience to support our team pursuing the M777A2 Howitzer Performance Based Logistics (PBL) program. This program focuses on providing Commercial supply chain management, Engineering and Product support in support of the Warfighter, and FMS Sales. Work on the contract will be performed at multiple CONUS/OCONUS locations and in deployment areas as designated. The qualified individual will possess relevant technical expertise and experience in artillery engineering, production, and/or logistics for the M777A2 Howitzer. This position is contingent upon contract award to Leidos.

 The Program Manager (PM) will have annual P&L and management responsibility for the successful cost, schedule, and performance of the resulting contract. The PM will serve as the main point of contact for the Contracting Officer’s Representative (COR), the Government Technical Lead, and Leidos SubContractors.  The PM will direct several areas with support from Leidos functional participants, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.  The PM will ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM will require and utilize expert communication skills to direct the program’s skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.

This position will report to the Leidos Defense, LMS, SSID, Portfolio Manager who serves as the Program Oversight.

Responsibilities Include:

  • Serve as the Program Manager and primary interface for the Government technical leads; and direct day-to-day Task Order operations.

  • Interface with Subcontractors to manage their execution, monitor and course correct as required, ensure their costs align with their bids, and work with the Leidos SubK Administrator for the development of Statements of Work and other SubK required artifacts to execute Subcontracts.

  • Approve procurement of required equipment, supplies, and travel.

  • Lead the team on matters of hiring, replacing, and assigning personnel / Commit resources where needed.

  • Serve as a program Subject Matter Expert.

  • Monitor day-to-day performance; oversee PMO submission of deliverables, CDRLs, and adherence to the Project/Program Schedule.

  • Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government.

  • Prepare program status reviews and other formal reviews (Weekly IoI, Monthly Review, IPR, etc.) to be presented to both Leidos Senior Management and the Government.

  • Review risk and risk mitigation activities and allocate budgets for the same / Communicate issues and solutions in a timely and transparent manner.

  • Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Leidos Contracts Negotiator.

Required Experience, Skills, and Education:

  • Bachelor’s Degree in Business, Accounting, or other field with 8 years of prior, relevant experience or Masters Degree with 6 years of prior relevant experience. Additional years of experience will be considered in lieu of degree.

  • Relevant technical expertise and experience with the M777 Program of Record.

  • Understanding of ISO and quality management system program level functions.

  • Ability to manage a dispersed, lean workforce of both Leidos and Subcontractor employees.

  • Experience in the management and control of funds and resources with the ability to report.

  • Demonstrated ability in government accounting and contracts management.

  • Ability to cross functionally communicate with government, subcontractor, and internal Leidos stakeholders via direct contact, e-mail, phone cons, briefings, and other written products.   

  • Ability to manage cost, schedule, and performance; document program performance in weekly, monthly, and quarterly program briefings to both the government and internal Leidos stakeholders; manage the development of yearly CPAR write-ups for input to the government evaluation.

Preferred Experience, Skills, and Education:

  • Excellent leadership, planning, and motivational skills.

  • Established customer relationships with the Tank and Automotive Command and/or PM Towed Artillery Systems.

  • Understanding of Performance Based Logistics.

  • Ability to build trusting relationships and communicate effectively with customers.

  • Ability to manage multiple projects and be flexible when changing priorities.

  • Demonstrates experience in addressing workforce complacency and poor performance.

  • PMP certification.

Clearance Required:

  • DoD Secret security clearance required.
