Job Description:

The Leidos Civil NISC Team has an opening for a Flight Services Plans and Procedures Specialist. The Plans and Procedures Specialist (PPS) develops deliverable documentation describing policies, procedures and other reference material for the program.  Provides technical expertise in support of AJV-A Aeronautical Charting Group Chart Supplement publication.  Must have knowledge of the Notices to Airmen (NOTAM) systems and NOTAM policy of the FAA.  The specialist will develop and implement a comprehensive plan for establishing the requirements related to the Notices and Associated Data information sections of the Chart Supplement.  I

Support will be provided by:

Researching best business practices within and outside the organization, collecting and analyzing process data to initiate, develop, and recommend business practices and procedures that focus on enhanced safety, increased productivity, and reduced cost.

Contacting/interacting with FAA Aeronautical Information Services (AJV-A) and other FAA lines of business in identifying and documenting source content of various pieces of chart supplement information.

Conducts research and provides formal interpretations to facility and program management. Participates in the formal document review process. Organizational knowledge of FAA procedures to ensure compliance within FAA policies and procedures.

Evaluating NOTAMs, National Flight Data Digest, AIM, Notices to Airman, and other aeronautical information to develop a comprehensive understanding of Chart Supplement requirements.

Creating documentation to trace lineage of source information and identifying offices of responsibility for various pieces of chart supplement information.

Editing a variety of documents, reports, and materials. Editing and improving existing documentation in line with project standards. Editing documentation in short iterations.

Work with team FAA SMEs to develop a comprehensive plan to ensure ownership, stewardship, and storage of information of the content in the chart supplement as related to Notices and Associated Data.

Ensure processes and changes that are part of this plan comply with IAC and ICAO standards. 

Advise, coordinate, and update applicable FAA orders, SOPs, notices and other documents that support plan identifying sources and responsibilities of content in the chart supplement and other aeronautical products.

Ensure effective document and repository management practices are followed as well as document and file management of assigned projects.

As program subject matter expert in the areas of FAA order, policies, and procedures, actively participates in constructive collaboration between multiple departments. Addresses customer’s comments and concerns voiced within customer inquiries. 

Completes extensive interaction and coordination with various agencies such as: FAA, DOD, U.S. NOTAM office, Terminal and Enroute facilities, Airport Managers as well as various state, and local agencies.


  • Bachelor’s Degree in Aeronautical Information or related discipline from an accredited College or University
  • 8+ years of relevant experience
