Leidos is seeking a Foreign Military Sales (FMS) Project Manager for a large-scale contract to provide project leadership and guidance for all contractor personnel assigned to the Foreign Military Sales (FMS) related task areas (TA) including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing the project performance.

The scope of this effort will include all activities related to supporting execution of the core functions for sustainment of tactical and non-tactical military and commercial ground vehicles with and without armor.  Sustainment functions required under this contract include, but are not limited to, Engineering Maintenance, Inspection and Quality Assurance, Deployment and Distribution, and Supply. In particular, this contract will support the customer by providing all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and  other items and non-personal services necessary to perform program management, engineering and maintenance support, inspection and quality assurance,  repair, supply support, training, materiel fielding, facilities management and operation, and as defined by this contract,  except for those items specified as government furnished property and services.

This contract will support all integrated mission equipment except for communication equipment, intelligence equipment and weapons. This contract will include performance in the Contiguous United States (CONUS) and OCONUS in non-combat and combat environments including high risk combat environments world-wide.

Responsibilities Include:

  • The FMS PM will manage all Leidos personnel employment/administrative actions assigned to the Foreign Military Sales (FMS) related Task Areas (TA) under responsibility.

  • The position is responsible for the quality and efficiency of the project performance, to include both technical issues and businesses processes.

  • The FMS PM, reporting to the contract PgM, will provide the US Government and partner organizations all activities related to managing and supporting execution of the core functions for sustainment of tactical and non-tactical military and commercial ground vehicles with and without armor to support relating to Foreign Military Sales (FMS).

  • Sustainment functions required under this contract include, but are not limited to, Engineering Maintenance, Inspection and Quality Assurance, Deployment and Distribution, and Supply. This includes the provisioning and management for all  the personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and  other items and non-personal services necessary to perform program management, engineering and maintenance support, inspection and quality assurance,  repair, supply support, training, materiel fielding, facilities management and operation, and as defined in this contract,  except for those items specified as government furnished property and services. This continued level of Sustainment support ensures high readiness rates for respective selected fleets and users.

  • The FMS PM will be responsible for supporting all related reporting activities to the PgM. This position will be responsible for multiple simultaneous disparate operating locations, both CONUS and OCONUS

Required Experience, Skills, and Education:

  • BA/BS degree and 8 or more years of relevant experience; or a Master’s degree and 6 or more years of prior relevant experience. Additional years of experience will be considered in lieu of degree.

  • 3 or more years of experience managing projects with multiple performance locations both CONUS and OCONUS.

  • 5 or more years of experience with Foreign Military Sales similar in scope, and complexity to the FMS requirements of this contract.

  • At least 1 or more years of experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) in project performance and in managing Visa requests for personnel.

  • Significant OCONUS Long-Distance Travel.

Preferred Experience, Skills, and Education:

  • Current PMI PgMP, PMI PMP or DAWIA Level III Program Management certification.

  • Experience coordinating and managing the contractor’s proposed methodologies and approach for a project similar in size, scope, and complexity to FMS projects of this contract. This includes, but is not limited to, managing multiple places of performance worldwide and a dispersed workforce, and frequent procurement of materials and equipment. Clearance Required:

  • Possess an active DoD Secret clearance.

Pay Range:

Pay Range $113,100.00 - $174,000.00 - $234,900.00

Covid Guidance
