Job Description:

Support design charrettes.  Ensure project is in accordance with applicable codes and mission partner requirements; identify risks, disconnects or conflicts and dependencies to other project(s).  Recommend courses of action to AFCENT PMO uniformed personnel and/or A7 based on PDI observations, activities and professional judgments.  PDI comments shall be addressed through U.S. and/or Host Nation design review meetings with other stakeholders.

Support the AFCENT PMO in host nation design review meetings.  The PDI contractor shall serve as the AFCENT PMO subject matter expert (SME) for each iteration of design review to ensure U.S. requirements are adequately addressed and incorporated into host nation designs. 

Support Design Integration meetings.  The PDI shall participate in design integration meetings used to brief U.S. stakeholders on known risks, concerns, and programmatic conflicts noted during the design review process to ensure and promote consistency across the program.  U.S. stakeholders shall also bring potential design issues to this meeting and the PDI contractor is responsible to receive and document issues identified and provide recommendation to the Government.

Support U.S./Host Nation Collaboration and Integration meetings.  The PDI shall attend design meetings with the Host Nation to elevate issues identified by U.S. stakeholders in their design meetings, and discuss risks or issues of concern across the program.  Meeting schedule will be driven by AFCENT PMO and Host Nation DCA requirements.  The PDI contractor will manage U.S. requests for information (RFI), monitor resolution through the Host Nation DCA/PMO, and keep the AFCENT PMO apprised of proposed solutions and courses of action.  The PDI shall prepare meeting minutes and distribute within (2) business days of each meeting. 

Conduct complete, independent technical reviews of Host Nation Design/Bid/Build (DBB) design deliverables. 

Maintain an integrated master schedule for all projects, provided by the Host Nation contractor.  Ensure U.S. mission requirements are incorporated into each design phase so completed projects meet intent. The initial design charrette is one of the most critical being when the Host Nation DBB Contractor first learns of U.S. operational requirements.  Ensure Host Nation developed designs are reviewed for facility functionality at each stage; include room layout, interior/exterior finishes, and ability to support end user mission. Ensure design submittals incorporate the established code compliance matrix (U.S. Code, Qatar Construction Specifications 2014 (QCS 2014) and BES) guidance to avoid a facility not being acceptable at hand-over phase.  Manage Requests for Information (RFIs) and Request for Change (RFCs) submitted by U.S. stakeholders or the Host Nation, if they affect U.S. interests, through resolution.  Ensure RFIs/RFCs follow desired process, format, and quality agreed by the U.S and Host Nation. Ensure RFIs/RFCs are not duplicated and are tracked through closure. Maintain a log of reviewed RFIs/RFCs, with comments, recommended courses of action and resolution to the Government and requisite stakeholders within the timelines required by each project. 

Evaluate policies, funding streams, established or emerging facility/infrastructure requirements and strategic and operational limitations associated with programs at Al Udeid and Al Dhafra AB to assist AFCENT PMO uniformed personnel in developing coherent and actionable plans with appropriate documentation.

Assist with the development of a joint US and Host Nation developed integrated master schedule of design and construction at both installations that include all construction, logistic and maintenance activities supporting the mission. Attend integrated design charrettes with U.S. stakeholders/subject matter experts (SME) and AFCENT PMO staff.  Identify and document essential requirements for intended building site(s), facilities and the detailed studies needed to support end users. Identify required support facilities and infrastructure for the facility site development plan.

EDUCATION & EXPERIENCE:   Typically requires BS degree and 12 – 15 years of prior relevant experience
