Job Description:
Successful candidates will support our customer in creating capabilities and providing technical services and subject matter expertise in Aerial and Terrestrial Sensors and Aviation Mission Equipment systems. You will have responsibility for managing resources across a diverse set of subcontractors (core team members and Original Equipment Manufacturers) in support of the assigned SMED systems to include: Guardrail Common Sensor (GRCS), Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS), Tactical SIGINT Payload (TSP), Airborne Reconnaissance Low (ARL-E), and Small Tactical Radar Lightweight (STARLite), Long-Range Advanced Scout Surveillance System (LRAS3), Biometric Automated Toolset Army (BAT-A), Second Generation Forward Looking Infrared (2GF), Persistent Surveillance System Tethered (PSS-T), and Common Sensor Payload (CSP), aviation navigation, communications, ground support avionics, command and control, and tactical air traffic control systems.
Primary Responsibilities
Subcontract Program Manager:
- Provide direct liaison with the Leidos Procurement Lead for the program.
- Serve as the primary point of contact for all subcontractor program managers and contracts representatives.
- Develop and manage initiation of subcontractor IDIQ Purchase Orders and associated task orders after coordination with necessary technical staff and PMO.
- Facilitate subcontractor SLICS and related invoicing setup, charging, actual invoicing, and reconciliation in close coordination with the program Finance Lead and Procurement Lead.
- Review all subcontractor personnel additions to contract for LCAT alignment and cost reasonableness.
- Lead all subcontractor negotiations related to cost, scoping, and contractual matters.
- Troubleshoot and resolve subcontractor technical, staffing, contracts, and invoicing issues.
- Work directly with the SLICS Help Desk to resolve subcontractor time charging and invoicing issues.
- Plan for and facilitate subcontractor year end closeout and transition across periods of performance without negatively impacting mission support.
- Provide subcontractor status reporting during customer meetings, briefings, and program reviews.
- Review subcontractor burn rates and plan for/authorize incremental funding releases in close coordination with the program Finance Lead and Procurement Lead.
- Work with subcontractor program managers and contracts leads to forecast burn rates and identify risks and/or issues associated with budget projections and funding constraints.
Program Operations:
- Develop all program IPR presentations and support scheduling, attendance of critical staff, resolution of outstanding action items, briefing, and capture of future action items as necessary.
- Work closely with the program Finance Lead to identify charge numbers and work areas in accordance with the contract award and reporting requirements for each year of performance; Coordinate with technical staff to identify charge codes and percentages; Ensure personnel LCATs and charging align to TGL requirements; Review and issue PLCs; Issue direct and indirect work authorizations; Revise as necessary, review, and disseminate the PMO charging allocations.
- Maintain the master organization chart for the program and provide routine updates on an as-required basis for the PMO team.
- Work closely with the Program Finance Lead, technical leads, OEMs, and the PMO team to revise spend plan projections and inputs for internal use and release to the government; Review the spend plans for accuracy and publish charging percentages to the team as necessary.
- Lead the development of responses to government requests for information, and Leidos contractual actions, Develop basis of estimates, and coordinate with Pricing Shared Services as required.
- Review and approve Monthly Cost Reports in close coordination with the program Finance Lead.
- Provide routine support and assistance to the PMO team with a range of program management and execution subjects on an as-required basis.
Staff Management:
- Responsible for direct Management of Leidos PMO Project and Admin Support staff and select Leidos program technical personnel.
Basic Qualifications
- Bachelor’s Degree and 12 years of Project Management experience in the DoD environment.
- Willing to travel up to 10% CONUS to support operational requirements.
- Currently possess an active Secret clearance, with ability to obtain Top Secret.
- Familiarity with CECOM Software Engineering Center Post Production Software Sustainment.
- Willing to be on-site at Aberdeen Proving Ground 4 days per week.
Preferred Qualifications
- Bachelor’s Degree in Computer Science or engineering discipline.
- Advanced Degree is desirable.
- Active Top Secret clearance.
- Direct experience with assigned SMED systems a strong plus.
- Understanding and experience in the complete life-cycle of the software in military systems.
