Job Description:
The Army and Mission Partners Division within the Defense Group at Leidos currently has an opening for a Subcontract Program Manager (PM) to support the US Army NETCOM Regional Cyber Center (RCC) CONUS program. The PM will lead a talented team in providing Enterprise IT services to the RCC-C, in support of the prime contractor (DirectViz Solutions) with services that may include network engineering and administration, cyber security (penetration testing, malware analysis, cyber watch operations, etc), systems administration, applications systems analysis, and more.
Leidos is looking for a PM that will plan, coordinate, and manage the actions taken by the team to support both the prime contractor and customer. The PM will serve as the Leidos single point-of-contact with the prime contractor for management issues and technical matters. The PM will interact regularly with the government customer to understand where Leidos can bring innovations and efficiencies to support the government mission. The PM must effectively negotiate workshare, responsibilities, and manage on contract growth. The position will be responsible for managing cost, schedule, quality and risk to ensure subcontract requirements are met; provide financial reports, collect and analyze program metrics; prepare and participate in informal and formal reviews.
We are looking for a team-oriented leader focused on delivering and supporting the goals of RCC-C. The PM must provide the leadership and have the interpersonal communication skills necessary to inspire, lead, direct and manage a complex subcontract. The PM will interface with senior NETCOM leaders and directors to help maintain and sustain critical infrastructure.
Primary Responsibilities
Responsible for all financial, technical, administrative, contractual, and personnel recruitment and sustainment aspects of the subcontract
Acts as the primary focal point for the subcontractor; briefs the program/project manager and Leidos management on the subcontractor status and issues affecting performance, cost, or schedule
Expertly manage cross-functional teams responsible for delivering high-quality program capabilities on time and within budget
Serve as the main point of contact for prime contractor and senior Leidos leader for enterprise IT and cyber support services
Coordinate resolution of scope and schedule disputes with Government and prime contractor
Identify, assess, and resolve complex business problems/issue/risks and facilitate issue resolution and risk mitigation
Conducts subcontractor program reviews or holds periodic status meetings that address performance milestones set forth in the subcontract and the progress in achieving those milestones
Ensure that all work on this subcontract complies with the subcontract terms and conditions
Basic Qualifications
Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience
7 years Project Management experience on large scare operations and maintenance contracts with a total contract value of at least $50M.
Demonstrate integrity, respect, and a commitment to excellence, collaboration, agility, and diversity
Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans
Experience effectively communicating at senior levels within a customer organization
Ability to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness systems
Currently possess an active Top Secret Security Clearance
Preferred Qualifications
Master's Degree in Engineering, Information Technology, Computer Science, Information Systems, or related field.
Experience managing programs or projects in a US Army environment.
Currently possess Project Management Professional (PMP) certification or Federal Acquisition Certification Program/Project Managers (FAC-P/PM) Entry Level certification on Project Management
