We are in search of a Full Stack Software Developer to join the ASPR Ready team within the Government Health and Safety Solutions Operation. As a core member of the ASPR Ready team, you will play a valuable part building a transformative response and preparedness IT ecosystem. ASPR Ready is being built to modernize disaster data management and facilitate the HHS Assistant Secretary for Preparedness and Response’s (ASPR) response and business lifecycle with transformative technologies. Duties will include:

writing and maintaining source code, creating and maintaining software applications and applying frameworks involved in a software release.

Duties include designing, developing, documenting, managing configuration, testing, and bug fixing involved in creating and maintaining applications and frameworks involved in a software release life cycle and resulting in a software product.

will be responsible for understanding the requirements, design, development, and unit testing of java technology based applications in an Agile development environment. The java based application architectures include AWS, Kubernetes, Docker, Kafka, web applications, web-services, batch applications, and Mongo database operations. Main responsibility will be in leading a team of developers of Java web applications. Applicant must demonstrate the ability to lead developers in a team environment.   Candidate must be familiar with Agile Software Development methodologies.

Requires BS degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience. May possess a Doctorate in technical domain.

Required Qualifications:

  • Familiarity with basic web technologies (HTML, CSS, XML, REST, JSON)
  • Full-stack software development experience with Java/JEE and JavaScript technologies with detailed understanding of user interface frameworks and back-end software architecture interactions
  • Experience delivering projects components.
  • Responsible for developing and maintaining applications written for Amazon Simple Storage Service, Amazon DynamoDB, MongoDB, Amazon Simple Notification Service, and AWS CloudFormation.
  • Experience building RESTful API interfaces
  • Understanding of code-level application security (secrets, encryption, etc.)
  • Ability to plan and estimate development tasks and work
  • Working knowledge of Agile development processes and continuous integration/continuous deployment methodologies and tools
  • Experience with JavaScript and JS frameworks such as React
  • Knowledge of a version control system (e.g., Git)

Preferred Qualifications:

  • Familiarity with other Cloud platforms (Azure or GCP)
  • Familiarity with specific CI/CD processes and tools (Jenkins, Nexus, SonarQube)
  • Familiarity with Infrastructure as Code (Terraform, Helm, Ansible)
  • Familiarity with containerized applications and orchestration (Docker, Kubernetes)
  • Familiarity with Enterprise Service Bus Technologies (Kafka)
  • Familiarity with Build Automation tools (Gradle)
  • Familiarity with multiple operating systems (Mac OSX, Windows, LINUX, etc.)
  • Familiarity with at least one Relational Database Management System (Oracle, MySQL, PostgreSQL, SQL Server, etc.)
  • Familiarity with NoSQL databases (MongoDB, etc.)
  • Familiarity with Managed Streaming for Kafka, Identity and Access Management, Simple Storage Service, Route 53 Domain Name System service, AWS Certificate Manager, CloudWatch, CloudTrail, Key Management Service, Elastic Container Registry, Virtual Private Cloud, Elastic Cloud Compute
  • Experience leveraging the Atlassian tool suite (Jira, Confluence, Bitbucket, etc.) a plus
