Job Description:

The Leidos Defense Group is seeking a dynamic Host Country SURTASS Liaison for the Surveillance Towed Array Sensor System (SURTASS) program. The host country Liaison will work independently in Yokohama, Japan. This position is responsible for planning, organizing and managing resources to ensure SURTASS ships are fully staffed with qualified personnel. The host country liaison will be a self-starter, and will be expected to set his or her own objectives to ensure mission success. The host country liaison will be represent the Program Management team in the host country, and will therefore be required to draw on domain knowledge, build relationships and communicate with a diverse set of uniformed, civilian, contractor, and local-national SURTASS stakeholders to resolve problems related to SURTASS travelers moving safely, efficiently, and compliantly in the host nation. The host country liaison will also keep abreast of, and advise the rest of the Program Management team, on host nation, DoD, Theater, local installation, and Military Sealift Command (MSC) policies, practices and procedures in order to maintain the program’s regulatory compliance. The host country liaison will be called on to assist with in-transit travelers, and support in-country travelers, arrange transportation and/or lodging for SURTASS travelers, and provide notifications to program stakeholders throughout the in-transit period. The host nation liaison will assist other professionals on the program by contributing to program Quality Assurance, Cost, Risk, and Training working groups.

Basic Qualifications:

● Must have at least an Associate Degree in Resource Management or Business Administration. Five (5) years of progressive work experience in a Navy life cycle sustainment program or a similarly complex operational environment.

● Possess a valid United States driver’s license and have the ability to receive a 4EJ operator’s permit (Status of Forces Agreement (SOFA) license)

● A Secret Clearance required Desired Experience: Three (3) years of experience in the following areas desired: Personnel management and administration, Communication with foreign government personnel, or Execution of administrative or financial requirements.

● Familiarity with DoD Theater Entry requirements processes, to include Individual Antiterrorism Plans (IATP) and APACS.

● Familiarity with host-nation, DoD, USFJ, CFAY, and MSC COVID policies.

Desired Qualifications:

  • Three (3) years of experience in the following areas desired: Personnel management and administration, Communication with foreign government personnel, or Execution of administrative or financial requirements.

  • Familiarity with DoD Theater Entry requirements processes, to include Individual Antiterrorism Plans (IATP) and APACS.

  • Familiarity with host-nation, DoD, USFJ, CFAY, and MSC COVID policies.
