The Leidos Global Services Management – Operations II (GSM-O II) program has an opportunity for a Subcontract Program Manager (SPM) to work virtually with a US Eastern and Central time focus. GSM-O II is a sole source IDIQ in the second year of a 10-year program with a $6.5B IDIQ contract ceiling. The SPM has an opportunity and responsibility to make a significant impact on this growing IDIQ currently supporting 65+ subcontractor companies of varying size. Within the IDIQ, the 65+ subcontractors currently provide approximately 800 of the 1900+ FTE across a set of fourteen challenging task orders.
The SPM will work within the Program Operations Organization, report programmatically to a lead SPM, will coordinate with a team of Subcontract Administrators (SCA) and interface with the various task order PMs/leadership as well as with our GSM-O subcontractor partners. Work as part of the functional team interacting across that organization and with task order counterparts to collectively achieve the GSM-O objectives. The role includes responsibility in both proposals acquiring new IDIQ scope and in ongoing execution of the IDIQ current and future task orders. Additional responsibilities may include occasional, ad hoc support to competitive proposals within and outside the GSM-O division.
The SPM will be responsible for interfacing with our subcontractor companies at a leadership level, set and adjust the priorities for the SCA team balancing needs across this challenging program, and, developing and updating subcontractor statements of work/RFPs. The SPM has a critical role in ensuring the appropriate discipline is maintained in managing the subcontract interfaces, subcontractor compliance and dependent information across GSM-O.
This is a virtual position with flexibility on telework location; must support the Eastern Standard Time Zone as the main operating window. The Washington Metro Area preferred but not required. Occasional travel is required to interface with the GSM-O team and partners.
Primary Responsibilities:
Lead the day-to-day operations related to GSM-O II subcontract management. This includes establishing and managing subcontracts. To clarify the boundary, the SPM will manage the subcontract and the task order PM’s will manage the day-to-day execution of subcontractor team members.
Establish, adjust and communicate the execution priorities and timelines for the SCA team, balancing the combination of proposal and program execution needs.
Develop and update subcontract statements of work for new and existing subcontractors as well as for updates to existing task orders for additional labor categories.
Prepare RFPs for new task orders and new scope; in addition to SOWs, includes pricing instructions and guidance to the SCA.
Support/lead the monthly subcontractor attrition analysis, Bi Annual Small Business Reporting, SPM Plan, ensure supporting data used across the organization is current and complete.
Establish and maintain effective working relationships with our GSM-O II subcontractor partners, supporting the ability to both grow new work and delivery frank and difficult conversations constructively when needed.
Surge support as required to meet program objectives.
Basic Qualifications:
Strong leadership and program/process discipline characteristics.
Ability to lead a teams where there is both direct and indirect responsibility.
Excellent written and verbal skills.
Proven ability to interface effectively with multiple functional and programmatic areas, balancing and communicating competing priorities.
Ability to establish and maintain effective, constructive working relationships internally and externally.
Strong planning, organizational and execution skills able to balance across multiple priorities
Has expert knowledge of industry practices, advanced techniques and solutions within a professional discipline to develop new standards, processes, and solutions.
Serves as a subject matter expert across Leidos.
Requires a BA degree and 12 to 15 years of prior relevant experience or Masters with 10 -13 years of prior relevant experience.
Currently possess an active Secret security clearance.
Preferred Qualifications:
SPM prior experience working with multiple subcontractors and across multiple task orders.
Program management knowledge, experience and proven skills.
