Job Description:

The National Airspace Systems Integration Support (NISC) program at Leidos is seeking an Engineering Planner to provide support for the Federal Notice to Air Missions (NOTAM) System (FNS) program, specifically in the use of the NOTAM Manager (NM) Application. Support required includes completing the process required to activate new users of the FNS NOTAM Manager (NM), continuing training and support to current users and the FNS Program, outreach to potential users, maintenance of training materials and user guides/manuals, airport mappings, and maintenance of FNS database elements.  The position will be supporting the Federal Aviation Administration's (FAA) Central Service Area (CSA) with the goal of providing outstanding customer service to FAA customers receiving NISC services.  This position is a remote position and is an exciting opportunity to use your experience helping the NISC mission.

The ideal candidate should be able to communicate to a variety of audiences including Air Traffic Operations, Technical Operations, Airport Operators, and the NOTAM Manager Development Team comprised of FAA employees and contractors.  Experience dealing with program management and knowledge of NOTAM issuance and regulations is necessary.  The candidate must be knowledgeable of FAA orders to develop and provides assessments and technical recommendations.   The ability to work in a team environment is critical as this will contribute to the overall success of the deliverable. 

Primary Responsibilities for the position include:

  • Providing support to the FAA Group responsible for operations of the FNS by demonstrating, activating, implementing and integrating the NM Application into the FNS Modernization Plan.
  • Provide coordinating, planning, scheduling and demonstrating the FNS NOTAM Application and the NM Web-Based Airport Self-Certification (ASC) tool to prospective users, including public use airports within the NAS. Assist potential users to complete requirements to activate NM at their airport/facility.
  • Coordinate and facilitate the document signatory process for the Memorandum of Agreement (MOA). Determine any Letter of Agreement (LOA) requirements with parties and provide advice and support to the parties, including an LOA template suitable for specific party needs.
  • Conduct Remote Training classes/sessions pertaining to the content, use and activation of the NM Application and the FNS.
  • Develop and maintain training materials and FAA approved lesson plans that provide instructional guidance for system users.
  • Provide technical expertise, assistance and support to improving all aspects of the NM Program and provide innovative ways to enhance NM.
  • Identify, analyze, and recommend fixes to software related issues to the NM Application as needed.
  • Support the FAA and development team with recommendations for revisions, enhancements and feedback to improve the CND automated program.

Basic Qualifications:

  • Bachelors Degree plus 8 years of prior relevant experience.
  • 10 plus years previous FAA Air Traffic Controller experience in an Enroute Facility or level 10 or greater Terminal Facility.
  • FAA Management/Staff experience at an Enroute Facility or level 10 or greater Terminal Facility.
  • Must be able to conduct research, evaluations, studies, and develop recommendation to the FAA customer.
  • Proficient in Microsoft Office Suite (Word, Excel, and PowerPoint).

Desired Skills:

  • Experience with surface NOTAM issuance at Part 139 airports.
  • Private pilot experience
  • Experience dealing with multiple lines of business in the FAA.

Pay Range:

Pay Range $72,150.00 - $111,000.00 - $149,850.00
