The IDOL team in the Mission Solutions Operation in the Intel Group within Leidos currently has an opening for a Program Operations Manager to work in our Reston, VA office. In support of various Intel projects, the manager will support the development, maintenance, and deployment of complex and diverse software projects. The manager will support research, marketing, and outreach of innovative solutions to support full stack, mobile, and cyber missions. The position requires an experienced program management professional with the right mix of relevant experience and skills, an ability to flex between the strategic and the tactical, outstanding verbal and written communication skills, and a high level of energy and flexibility to complete critical tasks and thrive in a fast-paced, team-oriented agile environment. The successful candidate will work as part of the IDOL leadership team.  Candidate will be responsible for continuous enhancement and improvement of the IDOL culture which includes the tracking of staff needs to support the team as a whole supporting both direct and indirect activities.

Primary Responsibilities

  • Create an environment that increases team productivity and sustainably deliver value to stakeholders
  • Deliver success through empowerment and accountability of the team and the organization using a model of coaching, mentoring, and guidance
  • Construct weekly and monthly status briefings for senior leadership
  • Organize and manage the demonstration and marketing of IDOL capabilities
  • Manage the clearance process across IDOL staff
  • Support the execution of individual software projects
  • Engage with customers to understand mission and market IDOL tools and techniques
  • Identify risks and mitigation strategies across the portfolio of projects
  • Support project execution through best practices and standardized processes
  • Contribute to strategic planning at the program level
  • Continually evaluate risks, collect, and analyze data, and provide recommendations to senior program leadership
  • Provide an integrative view and analysis across projects to enable reuse and establish best practices
  • Manage IDOL technical environments to support IDOL team and tenants within the facility
  • Maintain the lab, server room, and Faraday room across multiple projects
  • Manage the inventory and usage of hardware and software across IDOL
  • Apply understanding of issues surrounding the designing, building, and testing of software supporting full stack, mobile, and cyber applications and frameworks
  • Evaluate proposed solutions to complex infrastructure challenges to support project decision making

Basic Qualifications

  • BS degree or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience or additional experience in lieu of degree
  • Strong leadership development capabilities with the ability to build successful cross-functional teams
  • Demonstrated ability to learn quickly, work in a fast-paced environment, take initiative/ownership; to think independently, strategically, analytically, and creatively to problem solve
  • Experience employing an iterative/agile development process and interactive prototyping
  • Requires working knowledge of and ability to apply standards, principles, theories, concepts, and techniques of management domain
  • Addresses complex technical issues/problems using internal best practice and through collaboration with colleagues
  • Strong leadership skills with a proven track record in driving positive sustained change
  • Excellent ability to quickly build, foster, and maintain positive professional relationships and credibility at all levels
  • Ability to problem solve and resolve conflict
  • Articulate and effective communicator, both orally and in writing, including presentation skills
  • Adept coach as well as an effective team player
  • Strong attention to detail and planning skills.  Excellent organization and tracking skills
  • Support development of innovative solutions to technical problems
  • Candidates must be a US citizen at a minimum, with the ability to obtain a TS/SCI level with Poly security clearance for consideration

Preferred Qualifications

  • Experience in managing a matrixed technical team across multiple projects
  • Understanding of infrastructure to support software engineering, design, test, and deployment
  • Prior experience as a Product Owner or Scrum Master using an Agile framework such as Scrum or Kanban
  • Active PMI Project Management Professional or Program Management Professional
  • Experience in driving delivery of enterprise IT projects across multiple teams
