The Enterprise & Cyber Operations Division at Leidos is seeking an experienced, Agile focused professional to serve as a Chief Engineer of a Cloud Application Migration program. 

The ideal candidate will be the lead technical position on the program and will be expected to advise and guide the technical staff in current and new technology and solutions and how they can be applied to modernize and migrate ~100 applications to a government managed commercial cloud annually.  In support of this program, the technical team will conduct an application assessment of each application identified as a modernization and migration candidate to include analysis of the application architecture, data, performance, availability, integration, operations, cybersecurity risk assessment, cost and schedule, target CSP environment, and licensing.

In addition to direct program support, the candidate will support, as needed, engineering solution and architecture development to other portfolio new business and re-compete opportunities as they occur.

Primary Responsibilities

  • Provide engineering and technical expertise on all issues, performance work requests, system improvement efforts, and operations and maintenance activities.

  • Ensure designs are compatible with the architecture and allocated requirements to segments

  • Collaborates with customer, stakeholders, and integrator team members to bring solution options and drive decisions on the way ahead to meet customer needs

  • Establishes and maintains relationships with Leidos partners, key vendors, and within Leidos to seek, qualify and leverage the best ideas, solutions and models to meet customer needs

  • Address user requirements, procedures, and problems to automate and improve existing systems and review computer system capabilities, workflow, and scheduling limitations

  • Perform functional analysis, timeline analysis, cost estimation, requirements allocation, and interfaced definition studies to translate customer requirements into hardware and software specifications

  • Integrate systems and services

  • Summarize and communicate results

  • Support the development, documentation, and execution of system policies

  • Understand all applicable performance standards and ensure that all Service Level Agreements (SLAs) are met or exceeded 

  • Works to achieve key project/program objectives and deliverables.

  • Works to influence project/team leaders regarding solution design, process and/or approaches.

  • Requires expert knowledge of and ability to apply advanced technical principles, theories, and concepts.

Basic Qualifications

  • Active Secret Clearance

  • Masters in Engineering, Computer Science, Systems Engineering, or related field or equivalent experience with 15 + years in software development, system engineering or related field or 13 + years of experience with Doctoral degree. Additional years of experience will be considered in lieu of degree.

  • Experience with system architecture design

  • Experience with Cloud technologies

  • Experience migrating applications to the Cloud

  • Experience conducting technical sessions involving customer and other stake holders

  • Experience/knowledge of key Agile processes and techniques

  • Experience with CI/CD pipeline

  • Strong problem-solving skills

  • Excellent communication both verbal and written 

Preferred Qualifications

  • Security+, AWS Certified Solution Architect-Professional, Azure Solutions Architect

Clearance Required:

  • Requires Top Secret security clearance
