Job Description:

Leidos is seeking a Policy Analyst who will be responsible for defining, gaining consensus and capturing policy. This position requires an active TS/SCI with Polygraph in order to be considered and is located in the Reston, VA area.

Duties may include ensuring policies are consistent with direction, as well as policy established across the IC.  The Policy Analysis will process business requirements, including system analysis, evaluation and implementation of systems or processes, and will plan, design, and conduct studies including risk analyses, contingency planning, and feasibility studies. Also creates program work products such as policies, procedures, strategies, reports, correspondence, presentations, plans, and spreadsheets.  The Policy Author must provide the technical leadership and have the interpersonal communication skills necessary to inspire, lead, direct and manage within a complex program.

The Policy Analysis will:

  • Influence development of solutions that impact software application and system security policy and functional areas

  • Resolve complex technical programs within systems policies

  • Recommend and implement new technical solutions, processes, policies and standards in support of the mission and consistent with existing guidance and industry best practices

  • Supports and coordination meetings that may influence technical policy development or implementation

  • Document technical process and improve existing processes

  • Work across multiple technical disciplines to develop complex solutions

  • Communicate effectively across technical disciplines and vertically with multiple levels of leadership

  • Works directly with the sponsor and effectively communicate, capturing and operationalizing the sponsor’s intent 

Mandatory Skills:

  • BS degree with 12 to 15 years of prior relevant technical experience

  • Prior experience with programs of similar size and complexity

  • Possess expert knowledge of systems policies, security and industry best practices

  • Expertise with systems security practices, requirements and processes

  • Expertise with IdAM / ICAM delivery systems, Authentication, Authorization, Attributes, Entitlement Management and Digital Policy Management

  • Expertise with security accreditation process

  • Excellent written and oral communications skills

  • Ability to work individually, and to motivate teams to achieve Sponsor’s objectives

Preferred Qualifications

  • MS with 10 to 13 years of prior relevant experience

  • Experience with entitlement management programs

  • Cyber Security experience

  • Proven leadership experience
