Job Description:
Leidos is looking for a Senior Program Manager (PM) for a unique role on a family of large technical, integration, and operational support contracts for the Intelligence Community. This family of contracts will operate in a Large-Small Mission Focused Team (LSMFT) business model where Leidos is the Large Lead Prime. In this role, Leidos is responsible for the successful execution of all prime contracts.
The LSMFT PM coordinates the support of all five Prime Program Managers and act as the LSMFT PM across all five prime contracts.
The LSMFT PM enables effective and efficient Governance and ensures cohesive orchestration in execution of the scope of work across all 5 Program Managers. This structure provides the autonomy for each Prime to execute their scope of work as it sees fit while providing the collaborative oversight to ensure the LSMFT is functioning synergistically and within the bounds of an agreed-upon Associate Contractor Agreement (ACA). The LSMFT PM promotes efficient and effective performance, quality delivery, and consistent, timely reporting across the five Primes to surmount the challenges associated with drawing support from multiple Prime Contracts to meet single overall program goals.
Primary Responsibilities:
Provide oversight of the performance of all the Primes on the Program in accordance with the LSMFT performance criteria and have ultimate responsibility to ensure the success of the Program
Serve as a single, contract agnostic voice for the LSMFT, providing the Government with one person to call to discuss any QK matter (e.g., status, schedule, cost, issues, new work)
Lead the PM Committee, comprised of the PMs from all 5 prime contracts
Monitor the development of monthly status reports generated from roll ups of individual prime status reports to provide a program level view of technical, cost, and schedule performance.
Ensure equitable work allocation across all 5 prime contracts in accordance with Small Business goals called out the contract.
Ensure full staffing across all 5 prime contracts and that open positions are assigned appropriate priority.
Resolve conflicts among the primes with respect to work allocation, staffing, etc.
Ensure appropriate management, customer and supplier involvement throughout the life of the program.
Required Education, Skills, and Experience:
Bachelor’s degree from an accredited college or university. Four years of additional relevant experience may be substituted for a Bachelor’s degree
Minimum of 15 years of experience managing TTO-driven contracts for DOD or IC customers
PMP or DAWIA Level 3 certification
Excellent written, verbal communication and negotiation skills are required
Clearance Requirement:
This position requires an active/in-scope TS/SCI Polygraph Clearance. US Citizenship is required to possess this level clearance.
Preferred/Desired Skills:
An understanding of the Special Technical Operations and Special Access Program communities.
Experience with cost reimbursable, award fee contracts
Experience supporting complex technical intelligence operations
Experience managing development and integration contracts
Experience managing a large team of subcontractors
Ability to work in a dynamic environment and non-standard hours when needed.
