Job Description:

The Life Sciences Division of the Leidos Health Group is seeking a Biomedical Research Portfolio Manager, Prolonged Field Care with knowledge of medical research and strong project management skills to support the U.S. Army Medical Research and Development Command’s Combat Casualty Care Research Program (CCCRP).  The analyst would use their training and expertise to advise and assist CCCRP in the planning, management, execution, and assessment and reporting on of a funding portfolio and research projects/initiatives in the assigned area. The research projects can span multiple technology areas ranging from basic research to advanced research ready for evaluation and transition.  The role involves support in program management in a highly visible and evolving oversight environment.  This position is located on-site with the customer in Frederick, MD with approximately 15 percent travel (local and national travel expected).

Primary Responsibilities

Individual would be responsible for gathering, analyzing, tracking and reporting on technical and financial performance of funded research efforts, as well as assessing the overall state-of-science in the global community and making recommendations for future research program directions and initiatives. Project management principles will need to be applied.  Individual will also use an understanding of the science to identify and convey relationships and integration among research projects even when not directly defined by investigators and programs (e.g., dependencies, resource needs, schedule impacts). Responsibilities also include the review of research proposals for scientific and programmatic merit. Coordination with internal and external stakeholders (e.g., research performers, contracting activities, other DoD and federal offices) is required.  A variety of formats and tools can be expected to be used to provide reports, summaries and data compilations.

Basic Qualifications

Individuals must possess at least a master’s degree in the biomedical sciences or other relevant discipline, and over 8 years work experience in a combination of medical research and biomedical research program management activities.  Candidate should have demonstrated research experience in injury physiology (e.g., preservation and support of organs and tissues following injury, forward surgical support, extracorporeal life support, mitigation of ischemia/reperfusion injury, extremity trauma, secondary injury mechanisms and pathological effects of treatment).  Individuals must be detail-oriented with excellent analytical skills, possess excellent written and oral communication skills, demonstrate strong organizational and project management abilities and interpersonal skills in coordinating group activities, and be capable of independent action and initiative. Individuals must be familiar with the practice of biomedical research and development, must be able to interact in a positive and competent manner with individuals at all levels of responsibility, and be willing to work across a wide range of rapidly changing and divergent management issues.  The individual must have experience in analyzing and preparing visualizations and summaries of scientific-related and programmatic data.  Candidates must be US citizens, and have an active or be eligible to obtain a Secret clearance.

Preferred Qualifications

Project Management Professional certification.  Knowledge and experience with the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) process, and familiarity with scientific/organizational budgets and related administrative processes are also desirable. 

Must have a Secret Clearance.

Pay Range:

Pay Range $94,250.00 - $145,000.00 - $195,750.00
