Job Description:
The Junior Budget Analyst supports the Deployment Health Research Department and the Health and Behavioral Sciences Department at the Naval Health Research Center (NHRC) in San Diego, California. This position is responsible for analyzing current and past budgets, preparing and justifying budget requests, submitting other direct cost packets, and allocating funds according to priorities of individual investigators and the overall department. This position will perform tasks under the supervision of a senior budget analyst, but will also work closely with the contract Program Manager, Department Head, Principal Investigators, and Fiscal Department staff.
Due to federal contract restrictions, candidate must be a U.S. citizen and able to obtain a Secret Clearance.
Primary Responsibilities:
Assist with the development and execution of spending plans.
Assist with analysis of spending patterns.
Provide technical assistance and support for the set-up, execution, monitoring, reporting, and analysis of appropriated funds.
Support the continuous review and reporting of status of funds.
Assist with the analysis of the status of funds.
Coordinate with the command fiscal department in order to provide budget expertise and advice on future budget needs in compliance with government regulations.
Examine project documents for completeness, accuracy, and conformance with procedures and regulations under direction of a senior budget analyst.
Maintain budgets for individual projects and PIs. Assist with the coordination of the transfer of funds.
Submit Other Direct Costs packets for Command approval.
Respond to ad hoc requests from the contract program manager, project manager, and senior budget analyst.
Required Qualifications:
Associate’s degree in Business Administration or a finance or accounting related discipline plus two years of prior relevant experience
Excellent written and verbal communication skills
Strong MS Office skills, in particular MS Excel
Extremely high level of attention to detail
Preferred Qualifications:
Bachelor’s degree in Business Administration or a finance or accounting related discipline.
One to two years of prior relevant experience managing contract funding
Knowledge of government procurement. Basic knowledge of multiple contract types: CPAF, CPFF, FFP, T&M
