Leidos currently has an opening for an Assistant Facility Security Officer (AFSO) to work in our Gaithersburg, MD office. This position requires expertise in all disciplines of the industrial security field and will be required to interface with all levels of department, division and government management, as well as employees and subcontractors, in order to cultivate and maintain optimal contract performance. This position is responsible to provide security oversight and guidance relative to 32 CFR 117, National Industrial Security Program. This position will report directly to the Facility Security Officer (FSO). In addition to expertise in all disciplines of the security field, the successful candidate will possess an extensive breadth of demonstrated business, financial and management skills, knowledge and abilities to ensure maximum effectiveness. A confident, take charge demeanor is crucial and must be able to make critical security decisions for dynamic, high value and keep-sold programs and initiatives, both with the government customers and internal Leidos projects. Be able to drive constructive change within the organization – bring your best practices to bear and engage / foster process improvement initiatives. Must possess strong interpersonal skills and the ability to effectively communicate with individuals and teams, verbally and in writing. Prior experience as an FSO or AFSO in a dynamic environment is a plus.
Primary Responsibilities
The AFSO is responsible for implementing the industrial security program and ensuring company and customer security requirements are met.
The successful candidate will interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with 32 CFR 117, program security classification guidance, and other directives.
The candidate will be required to conduct facility self-inspections, program security reviews, and participate in government telephonic and in-person interviews and inspections. Produce finished documentation (reports, policy / procedure development, security designs, training and assessments). Maintain data compliance in multiple NISS and DISS accounts. Maintain security program compliance relative to DD 254s, DOE 470, changed condition packages, FCL sponsorship packages, and responding to DCSA and customer inquiries.
The AFSO must possess the confidence to speak for the FSO and the security team when needed, make critical security decisions, and implement security processes that will prevent unauthorized access to company and government facilities and information. Take independent actions where warranted or in the absence of the FSO. Bring security risks and concerns to the attention of the FSO and management.
Provide clear guidance to company employees and subcontractors and recommend modifications to operations, policies or procedures as appropriate. Work as a team player, demonstrate flexibility and excellent organizational skills.
Management of COMSEC account and associated duties in line with NSA 3/16. Current IAEC-2112 completion or complete it within six months of hiring
Basic Qualifications
- Current Top Secret clearance required. Additional accesses and clearances may be necessary as required by program needs
- High school education and diploma, with 3-6 years professional experience
- Demonstrated success as a Facility Security Officer (FSO) or Assistant Facility Security Officer (AFSO) or equivalent positions for 2+ years
- Thorough working knowledge of the NISPOM, other relevant DoD security guidance, DCSA guidance and Intelligence Community Directives (ICDs)
- Solid experience with security software SIMS
- Solid experience with national systems of record including DISS, NISS, NCAISS, ACCS and E-Qip
- Experience in processing personnel paperwork, engaging with new hires to complete required tasks
- Experience in conducting security indoctrinations and orientations for newly hired staff
- Experience conducting security incident inquiries and writing investigation reports for use internally within the company as well as for distribution to outside entities as necessary
- Ability to manage multiple simultaneous projects, organize and prioritize under pressure
- Commitment to Security – create and deliver high quality, high value efforts for our customers
- Experience with Technology Control Plans (TCPs)
- Experience with proposal development and contract closeout processes
Preferred Qualifications
- Bachelor’s Degree
- Must have or be able to obtain STEPP/DCSA required certification for FSOs for Possessing Facilities, and Insider Threat Training
- Industrial Security Professional (ISP) certification
- Experience developing and implementing Operations Security (OPSEC) Plans
- Knowledge of physical security processes (Closed Area / Restricted Area construction, management and access control / IDS processes and software)
