Job Description:

The Office of the Deputy Chief of Staff for Operations (DSCOPS) is a subordinate element of the United States Army Medical Research and Development Command (USAMRDC) and represents the Command in developing and managing strategic planning, innovation, partnerships, and outreach initiatives. The DSCOPS works with all elements of USAMRDC, other DoD Services and agencies, foreign agencies, US Government agencies, and non-governmental organizations to provide an interface between USAMRDC and external parties in support of mutually beneficial leveraging of capabilities and greater collaboration.

The Strategic Planning Office (SPO) has been established as a support office to facilitate the operations, planning, and training mission within the USAMRDC Headquarters.  The International Affairs specialist position supports the Government International Affairs Coordinator. Tasks range from supporting the lifecycle and active management of international agreements, to high-level foreign visits, knowledge products including databases and reports, supporting the Foreign Disclosure Officer and other duties as assigned. 

Primary Responsibilities

The International Affairs Specialist will support the mission of the SPO by (1) drafting and upkeep of various types of international agreements;  (2) identifying opportunities to collaborate with internal and external agencies related to the Command’s Strategic Mission and Vision; (3) facilitation and support of various funding opportunities provided by various partner agencies; (4) regular updating of international interactions via databases and the annual creation of knowledge products distributed to the Command and service partners; (5) interacting with peers and staff at all levels, orally and in written communication to answer questions relating to the International Affairs Program and the Command’s international activities; (6) developing and maintaining of standard operational procedures to improve methods and systems; (7) facilitation and oversight of various personnel exchange programs sponsored by various agencies; (8) supporting on and offsite  engagements with foreign partners to include, but not limited to logistics, schedule, and attendance for small to medium sized meetings and events; (9) the ability to appropriately handle sensitive information regarding foreign nationals and personally identifiable information; (10) Ability to understand Army Regulations and local policies that provide guidance that shape international activities and (11) recommending and advising on efforts to improve operations, decrease turnaround times, streamline work processes, and improve quality of support (12) other duties relevant to International Affairs, as assigned

Basic Qualifications

A Bachelor's or Master’s degree and 3+ years of experience in increasingly responsible positions, with at least 1 year of experience in work with responsibilities similar to the International Affairs Specialist. Individuals must demonstrate excellent organizational skills and ability to prioritize, multi-task, and work in an extremely fast paced environment with minimal supervision. Individuals must demonstrate ability to summarize complex issues and demonstrate excellent written communications skills, preferably through examples of relevant work products. Individuals must demonstrate excellent verbal communication skills, as well as excellent interpersonal skills and the ability to interact easily and effectively with executives and program managers at all levels as well as staff. Individuals must demonstrate maturity and ability to deal with government representatives with appropriate respect and regard for protocol. Individuals must be proficient in Microsoft Outlook and Office applications. U.S. citizenship and a Secret Clearance is required.
