The Intelligence Group (IG) of Leidos has a career opportunity for a talented Deputy Program Manager to support the TPVS program in support of CBP-OIT’s PSPD. This position serves as a key member of the program management team and is tasked with the successful day-to-day tactical execution of the program ensuring completion of crucial initiatives that improve the operations and maintenance as well as modernization of 66 applications across three portfolios. The successful candidate will be an agent for continuing the transformation of the program into a high performing SecDevOps program, guiding the migration of applications to the cloud, possess high energy, have a passion for delivering mission critical services, and be self-motivated. The environment demands the ability to quickly establish working relationships with agile scrum teams, systems engineering teams, and customer leadership teams.
PRIMARY RESPONSIBILITIES:
- In close collaboration with portfolio managers, drive the tactical day-to-day operations on the program with focus on leading critical SecDevOps and/or cloud migration initiatives identified by the Program Manager and CBP
- Coordinate between talent acquisition and portfolios to ensure a robust pipeline of resources are available to quickly backfill resources that choose to leave the program for other opportunities.
- Lead the program risk board ensuring risks are captured and that mitigations are completed in a timely fashion.
- Serve as the Subcontractor Program Manager coordinating closely with the portfolio managers and subcontract administrator to address subcontract concerns in a timely and efficient manner.
- Lead the Technical Performance Improvement board ensuring that progress is being made against key strategic objectives outlined by the program annually.
- Work with portfolio managers, chief engineer, and chief architect to develop corrective and preventive actions when program performance does not meet thresholds for KPPs, SLAs, and TPMs.
- Ensure adherence to all standards, Leidos policies, and best practices
- Provide the program manager with timely updates on key initiatives and other matters impacting day-to-day program operations

BASIC QUALIFICATIONS:
- At least 5 years of experience as a project manager and/or program manager on a mid-to-large size program utilizing scaled agile and SecDevOps.
- At least 5 years of experience as a first or second line manager developing training and succession plans as well as ensuring staffing needs are fully addressed.
- Prior experience facilitating the on-going implementation of SecDevOps on a mid-to-large size program with particular emphasis around test automation.
- Prior experience leading/facilitating the containerization and migration of applications to the AWS cloud.
- Demonstrated ability to coordinate efforts of government and contractor personnel to achieve positive results for both the government and contractor.
- Proven experience implementing improvements that improve the efficiency of Scrum teams, reduce overall cycle time, and improve overall quality of deliverables.
- Demonstrated experience with risk and opportunity management
- BA/BS degree and 15+ years of relevant experience or Masters with 13+ years of prior relevant software development experience; OR 4 years of experience in lieu of degree
- Ability to pass CBP background investigation to obtain CBP Security clearance
- Ability to multi-task, complete tasks without direct supervision, and function in a dynamic, fast-paced environment
- Excellent verbal and written skills
- Proficiency with Jira and Confluence
- PMP Certification
PREFERRED QUALIFICATIONS:
- Certified Scrum Master
- Experience implementing BDD
- Familiarity with the implementation and use of common software development tools such as Jenkins, Git, SonarQube, Selenium, etc.
- Prior experience as a subcontract program manager
Pay Range:
Pay Range $124,800.00 - $192,000.00 - $259,200.00#Remote
