Key Capabilities:

Leidos is seeking a full time Congressional/Interagency Specialist to provide on-site support to the Department of Energy National Nuclear Security Administration (DOE/NNSA) customer located in downtown Washington, DC.    The position requires experience exercising mature judgment and making independent decisions in accordance with established policies, rules, and procedures. 

Primary Responsibilities

  • Facilitate communication primarily between U.S. lawmakers and DOE/NNSA, to ensure transmission of NNSA messaging in a transparent manner.

  • Create and assemble materials representing the DOE/NNSA’s position on pertinent issues in preparation for Congressional and interagency interactions. This includes creating, editing, and designing PowerPoint presentations for NNSA programs.

  • Prepare DOE/NNSA leadership for interactions with members of Congress and their staff or other government agencies by drafting, reviewing, and editing documents, presentations, talking points, internal memos, briefings materials, and internal read-ahead materials.  Also includes conducting legislative research and preparing and updating information packets on Members of Congress.

  • Serve as a liaison with members of Congress and their professional staffs. Coordinate with offices to identify topics of interest, determine best way to convey information (briefing, white papers, meetings, site visits, etc.). 

  • Assist in the coordination and protocol of congressional delegation (CODEL) and staff delegation (STAFFDEL) visits to NNSA locations. Develop briefing materials and travel information packets as necessary.

  • Organize and prioritize incoming requests from Congress and other government organizations; ensure associated and appropriate responses from NNSA meet deadlines.  Assist with all coordination associated with classified and unclassified interactions (written or verbal), briefings, and meetings on Capitol Hill, other agencies, or at DOE/NNSA locations.

Basic Qualifications

  • DOE Q clearance or Top Secret clearance with the ability to obtain a DOE Q

  • Bachelor’s degree and 4+ years of prior relevant experience or Master’s degree with 2 years of prior relevant experience.

  • Prior experience in Congressional and/or interagency communications, preparing speeches/testimony/briefings, etc.

  • Demonstrable competence with Microsoft Office programs (Word, Excel, PowerPoint, Access, and Outlook) and Federal civilian and/or military systems.

  • Excellent written (including grammar, punctuation, and copy editing) and verbal communication skills.

  • Experience interacting with mid-level management required; high preference for interaction with senior management level.

  • Must be a self-starter, possesses the ability to work independently in a highly dynamic environment, and have an ability to interface with a broad range of federal civilian, military senior staff and leadership, stakeholders, and the media.

Preferred Qualifications

  • Four or more years of prior relevant experience.

  • Experience working in government, DOE, or DOD environment. 

  • Experience working within NNSA.

Pay Range $74,750.00 - $115,000.00 - $155,250.00
