Job Description:

The Human Health and Performance Contract (HHPC) at Leidos currently has an opening for a Project Manager to provide project management and oversight to technical teams performing flight hardware developments. This position serves as the project manager for flight hardware projects of crew health hardware supporting human spaceflight in the Orion and Human Landing System (HLS) Programs.

This position will lead one or more projects through the full life cycle including requirements and verification development, hardware design, hardware development and test, project and product reviews, and safety reviews. Typical job functions will include project planning, defining and maintaining project schedules, developing and managing project budget, leading reviews, reviewing engineering drawings, reviewing requirements and verifications, conceptualizing methods of operations, reviewing trade studies and assessing design, and assessments of hardware options. This position will be required to perform integration across many engineering disciplines (systems engineering, project engineering, design and fabrication, and test and integration) on a weekly basis. The position will require the ability to allocate tasking, status technical, budget, schedule, and risks. Presentation of findings, reports and status is completed routinely. Routine reporting includes both contractor management and the NASA customer (Johnson Space Center in Houston, TX).

Primary Responsibilities

  • Lead and/or facilitate all phases of the project: feasibility, design, procurement, assembly, integration, test, sustainment, etc.

  • Lead a technical team to complete deliverables/products on time, within budget and with Quality oversight.

  • Develop, track, and manage project cost estimate, budget, statement of work, risk, and schedule for all projects assigned

  • Review requirements and assess design against requirements.

  • Complete internal collaboration, review, and integration of project development.

  • Provide oral and written status to both contractor management and the NASA customer.

  • Interface with NASA at Program Level.

  • Perform execution, management, and collaboration of project procurement activities (which includes preparation and negotiation of statement of work, change orders, and invoices with subcontractors and vendors).

  • Provide oversight, guidance and collaboration with HHPC internal stakeholders, external subcontractors and vendors to ensure they are staying within project scope, budget, and schedule.

  • Review plans, conduct investigations, and provide recommendations as necessary to assure compliance with established requirements, guidelines, and procedures.

  • Coordinate and conduct meetings for assigned project with internal HHPC and external customer stakeholders.

  • Track, update, and provide recommendations for statement of work or budget changes to the task order manager.

  • Identify, manage, and communicate project risks and mitigation strategies.

  • Responsible for compliance with Safety, Health, and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and the Company's safety policies/rules. Must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel.

  • Responsible for compliance with the Quality Assurance plan, policies, and procedures.

  • Must maintain regular and acceptable attendance level as determined by the Company.

  • Responsible for completing all assigned training.

  • Participate in ISO/CMMI/AS9100 Audits.

Basic Qualifications

  • Bachelors degree in Engineering or related field with 8-10 years’ experience; experience will be considered in lieu of degree.

  • 5 + years of experience in a technical field with aerospace or mechanical experience to include hardware development and design.

  • Technical, functional, and/or project lead experience in a technical field.

  • Project management experience (inc. development and management of schedules, project planning, risk identification/mitigation strategies).

  • Cost account management experience and reporting.

  • Experience leading negotiations with contract/vendors and completing procurement.

  • Excellent written and oral communication skill including presenting information to customers.

  • Excellent leadership, motivational and interpersonal skills: Ability to lead and motivate personnel to high standards of performance and increase efficiency.

  • Ability to work within a team environment: work in a collaborative and cross-disciplinary fashion in a fast-paced, dynamic and deadline-oriented environment.

  • Follows policies and procedures.

  • Completes administrative tasks correctly and on time.

  • Ability to attain and maintain respect and confidence of the customer and contract personnel. A close, cooperative customer interface is essential.

  • Mature, professional judgment in establishing objectives, milestones, and priorities.

  • Proficiency in reading engineering drawings.

  • Working knowledge of configuration and data management processes.

  • Ability to translate concepts across multiple disciplines.

Preferred Qualifications

  • Experience with Flight Hardware Development processes as outlined in SA-014/EA-023.

  • Previous working experience with NASA or a NASA contractor.

  • Previous experience with Human Systems Engineering such as human factors and designing for the product end-user.

  • Familiarity with NASA or DoD Work Instructions.

  • Experience with NASA systems, such as MIDAS, CDS, QARC, EDMS, ELABEL.

Pay Range:

Pay Range $74,750.00 - $115,000.00 - $155,250.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
