Job Description:
The Maritime Systems Division (MSD) is seeking a seasoned leader to lead a broad business portfolio of complex technologies and maritime system development, support, and operation programs. The Portfolio Manager must shape a functionally organized organization to maximize resource efficiency, identify and mentor functional leaders to promote and develop technical skill sets and leadership capabilities, and act as a senior leader for communication and relationship development with other Leidos organizations and key customers. The scope of the business activities includes: underwater vehicle systems, maritime sensors, supporting information technology & engineering services for complex maritime applications, development and support of underwater data acquisition and telemetry systems for distributed sensors for ISR, IPOE, SSW and platform signature measurement. Contracts include Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Time & Materials (T&M) contracts valued over $50M.
Primary Responsibilities:
Lead successful execution of a diverse portfolio of maritime opportunities, contracts, and projects. Oversee and serve as a resource and mentor to the Portfolio PMs, who ensure that program tasks are completed on-schedule, on-budget, and on-target against approved requirements. Support their customer-focused programs and individual professional growth. Effectively integrate personnel within the portfolio across a matrixed organization and develop on-going relationships throughout the geographically distributed portfolio. Be a people leader, drive engagement and inclusive outcomes, support advancement mentoring opportunities for the staff and seek new ideas and innovations that enable business growth and professional development of the Portfolio staff.
Expand the reach of Leidos’ underwater vehicle systems, underwater platform sensing technology, and manufacturing and integration facilities for such maritime systems. Develop cost effective solutions to address unmet customer requirements associated with underwater vehicle systems, maritime sensors, and underwater platform sensing modalities. Support business development efforts to grow the portfolio including managing successful proposal activities for US Navy, FMS, PMS 394, PMS 406, PMS 485, and other customer organizations. Requires the ability to work cooperatively Business Development professionals to develop a roadmap and growth strategy that encompasses funded technology development, IR&D,, programs, and opportunities. Must ensure the scope, time and budget for programs are aligned with the Division’s overall business objectives. The position involves extensive interaction with customers and subcontractors and requires ~20% travel. This position can be located in Poulsbo, WS or Lynnwood, WA.
Basic Qualifications:
- Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.
- 7+ years of supervising teams and leading projects.
- TS clearance
- Willing to take and pass a CI polygraph.
- Knowledge of Leidos program management and engineering development processes.
- Experience transitioning products from design to manufacturing. Understanding of ISO 9001:2015.
- Experience managing people and financials.
- Technical and cost proposal writing experience for CPFF, T&M, and FFP proposals for Department of Defense (DoD) or other Federal customers.
- Experience as a Program Manager for DoD programs responsible for program execution, contract negotiations, financial (P&L) responsibilities and subcontractor management
Preferred Qualifications:
- SCI eligibility
- Leidos Solution Architect
- Pacific Northwest base of operations
- Thorough understanding of business development and proposal processes.
- Experience developing basis of estimates (BOEs), bills of materials (BOMs) and resource loaded networks (RLNs).
- Knowledge and experience of the Navy’s missions for underwater vehicle systems, fixed and distributed maritime sensors, and underwater system signature measurement and management.
Pay Range:
Pay Range $139,750.00 - $215,000.00 - $290,250.00Covid Guidance
