The C4ISR Operation at Leidos currently has an opening for a Program Manger to work in our Mission Partner Environment – Architecture and Engineering program office in Northern Virginia. The Air Force established the Mission Partner Capabilities Office (MPCO) at SAF/CDMX to execute the mission critical MPE on behalf of the Secretary of the Air Force.  The MPCO assumes responsibility for modernization, management, integration, consolidation, and operation of the MPE, which includes numerous legacy capabilities. The MPCO provides DoD-wide enterprise-level development, integration, systems engineering, and synchronized delivery of mission capabilities and DoD-wide enterprise services that support interagency, strategic, multinational, coalition, joint and combined C2I coalition information sharing requirements. These capabilities include cross-domain services, cybersecurity, and interoperability testing.

Ability to work in Northern Virginia is preferred. Candidate working from remote locations will also be considered.

Primary Responsibilities

  • Provide program management and leadership for MPE C2 AE&I Leidos Prime Contract

  • Interface with Air Force, Industry (including University Affiliated Research Centers (UARCs), Federally Funded Research and Development Centers (FFRDCs), Advisory and Assistance Services (A&AS)), and other MPE contractors and partners  to ensure critical requirements and operational objectives are met and well-coordinated.

  • Facilitate technical and programmatic information exchange in support of MPE Objectives

  • Maintain the MPE AE&I Program Management Plan

  • Provide oversight and management of Leidos MPE AE&I program.  manage costs, schedule and risks; provide reporting as required to the Government and Leidos management; oversee deliverables development and delivery; maintain an IMS and M

Basic Qualifications   

Program Manager: Primary Contractor manager responsible for US Mission Partner Environment – Architecture and Engineering program; has access within the corporation that ensures focus on DoD requirements for multinational intelligence sharing and collaboration.  Empowered to make program and project-level decisions and commit company resources to execute courses of action within the scope of the contract.  Shall identify a Deputy Program Manager.  Qualifications include (but are not limited to):

  • BA degree and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience

  • Minimum/General Experience: Minimum twelve (12) years in support of IT Program Operations. Of the 12 years, minimum of five (5) years of Program Management experience directly related to the major DoD network operational transition and management activities.  Experience/past support is required in the areas of Network Operations (NetOps) Command and Control (C2), intelligence/multinational systems and networks, requirements development, technology assessments, process development and improvement, policy and requirements analysis, and IT services procurement for large-scale USG acquisition programs, budget planning and execution.

  • Prior C4ISR program experience including working group and/or IPT experience

  • Familiarity with Cloud and Edge Computing, Networks, Tactical Communications, Data Management, Systems Engineering, Cybersecurity, and C4ISR systems integration

  • Clearance:  TS/SCI clearance required. 

Preferred Qualifications 

  • Certifications:  Project Management Professional (PMP) Certification as accredited by the American National Standards Institute (ANSI) in accordance with the International Organization for Standardization (ISO) 17024 (Project Management Institute (PMI)).

  • Prior experience and familiarity with the Mission Partner environment and/or other JADC2 initiatives desired.

  • Education: Bachelor’s and/or Masters Degree in IT/Systems Management or related field.

Clearance Required:

  • Requires TS/SCI security clearance

Pay Range:

Pay Range $124,800.00 - $192,000.00 - $259,200.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
