Primary Responsibilities

This is a senior-level position providing programmatic and people leadership of a large-scale contract spanning several functional areas and multiple customer sets. As the Program Manager you will serves as the Government’s primary point of contact and primary “face to the customer” for the corporation. The Program Manager leads and supervises contractor personnel and manages performance and administrative aspects of the program. The Program Manager supervises on-going technical efforts, which includes integration of technical innovations into the organization. The Program Manager has excellent interpersonal skills and communicates with the Government at all levels including interfacing with senior military and Government personnel in high-level briefings and meetings, while maintaining and nurturing internal relationships with corporate leadership, functional leaders, and team members.

  • Responsible for managing the program to scope, schedule, budget and risk and developing program documentation such as, program schedules, financial reports, and risk management documentation. Prepares charts, tables, graphs and diagrams to assist in analyzing and effectively presenting information

  • Review risk and risk mitigation activities of the program and propose budgets for the same

  • Evaluates, analyzes, and proposes operational and technical alternatives

  • Reviews and provides input for Estimate-To-Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate to provide the status of funded projects. Reviews and evaluates projects Rough Order of Magnitude (ROM)

  • Schedules and assigns work to subordinates and subcontractors and monitors progress and resolves discrepancies to ensure compliance with work quality standards and contract and task order requirements

  • Directs technical teams and facilitates the integration of subtasks to ensure the optimal use of assigned resources and subcontractors

  • Serves as focal point to the Government Program Manager for managing all tasks and subtasks and as principal representative for program direction and providing program status updates, including financial status

  • Provides information to the Government regarding significant issues and provides recommended solutions in a transparent manner, and takes corrective action to issues brought by the Government Program Manager or Contracting Officer Representative

Basic Qualifications 

  • Must be a US Citizen.

  • Must be Top Secret – Sensitive Compartmented Information (TS/SCI) eligible

  • Project Management Institute (PMI) Project Management Professional (PMP) certification (or able to obtain within 6 months)

  • Bachelor's Degree from an accredited college or university in program management, business management, economics, political science, computer science, engineering , law, government contracting, finance/accounting, or related discipline with at least 12 years prior relevant experience or Master's Degree with 10 years prior relevant experience.

  • At least seven years’ experience (with at least one year having occurred in the past five years) managing a program of similar scope and complexity.

  • At least five years’ experience managing geographically dispersed personnel.

  • At least five years’ experience (with at least one year having occurred in the past five years) supporting a DoD cyberspace operational environment.

Preferred Qualifications

  • Experience providing technical innovations for a large-scale organization, such as the military or other large Government organization.

  • DAWIA Level III certification

Clearance Required

  • Requires TS/SCI security clearance

Pay Range:

Pay Range $124,800.00 - $192,000.00 - $259,200.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
