We are seeking qualified candidates for the position of Test Engineer to support the Veteran’s Benefits Administration (VBA) providing independent Validation and Verification (IV&V) support services for major VA IT initiatives and projects that are supported by Veterans Service Network (VETSNET) and Benefits Gateway Services (BGS). The Test Engineer will provide services that include the review of all artifacts, analysis of processes, perform software quality assurance, end-to-end testing, integration testing, code review, gate reviews, meeting support, and testing as required for VETSNET and BGS.
WHAT YOU WILL BE DOING:
Responsibilities of this position also includes planning, monitoring, and coordinating IV&V tasks. IV&V services to be provided include the review of all project artifacts, analysis of product development processes, code review gate reviews, meeting support, and all testing as required for VETSNET and BGS.
The Test Engineer will work under the supervision of the Technical Lead and Project Manager and will participate in the activities of engineering test solutions and developing test assets based upon customer requirements. These activities will consist of, but not limited to, estimating and planning test activities, developing, executing, documenting, maintaining, and archiving test assets. The Test Engineer will include, but is not limited to, the following tasks:
Provide Test Engineer services on the VETSNET Batch Applications IV&V Team
Provide support to IV&V PjM and PM for contract required tasks
Assist with negotiation of VETSNET Batch Application Monthly Sprint scope, content, and schedules with VBA Development management
Assist with planning, staff assignments and scheduling for all VETSNET Batch Applications IV&V Test Development and Test Execution
Coordinate and verify correct Batch Application Monthly Sprint turnover from Development to IV&V of items to be tested
Verify proper VETSNET Batch Applications Oracle and UNIX package monthly and special test environment installations
VETSNET Batch Applications IV&V Test Development and Test Execution progress monitoring and issue resolution
Provide technical support to IV&V Test Engineers for VETNET Batch Applications, VETSNET OLTP and BGS
Technical oversight of VETSNET Batch Applications IV&V test assets
IV&V Test Development of automated tests and Test Execution for highly visible, VETSNET project critical areas such as Cost of Living Adjustment (COLA)
IV&V representative and contributor at VBA OBPI, Business and Development COLA IPT meeting to help guide COLA related process and enhancement decisions
Contributor / reviewer for all VETSNET Batch Applications Customer Deliverables (Monthly Sprint Completion Summary Reports, Monthly Sprint Requirements Traceability Matrices, Quarterly System and Regression Test Plans, Master Test Plans, Quarterly System and Regression Test Reports, Quarterly Requirements Traceability Matrices, and Master Requirements Traceability Matrices)
Ensure all VETSNET Batch Application Monthly Sprint Customer Deliverables are delivered on time and with quality
Identify and distill functional requirements from complex specification documents
Develop formal test assets including Mapped Requirements Documents, Requirements Traceability Matrices, and Test Procedures
Design SQL queries to obtain or update data from the VETSNET Oracle database
Design and develop UNIX based automated test scripts
Design and develop SQL queries and/or PL/SQL procedures to be used for automated testing
Execute UNIX based automated test scripts and PL/SQL procedures
Perform results analysis required to validate functional behavior conforms to requirements
Create test execution log files with verifiable objective evidence that functional behavior conforms to requirements
Work interactively with VBA development staff to reach consensus regarding defects
Create defect records that clearly describe non-conforming functional behavior
FACTORS FOR SUCCESS-Required Skills:
BS from an accredited institution of higher learning in a Computer Science, Information Systems, and Engineering, Business or other related discipline and at least 8 years equivalent work experience in lieu of a bachelor’s degree
Minimum of 5 years of software testing experience
Experience and working knowledge of UNIX based automated testing techniques, SQL queries, and PL/SQL procedures
Experience and working knowledge of testing tools such as JIRA
Strong communication skills (verbal and written)
Please note that pursuant to a government contract, this specific position requires U.S. Citizenship
All applicants must possess or have the ability to obtain a VA designated Medium-Risk Background Investigation (BI)

Prior experience testing financial systems
Knowledge and experience with CMMI Level 3 processes and process methodologies

Pay Range:
Pay Range $81,900.00 - $126,000.00 - $170,100.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
