The Leidos team supporting the Assistant Secretary of the Air Force for Energy, Installations, and Environment (SAF/IE) is seeking an enterprising candidate to serve as a program policy analyst. The candidate will support the Air Force Obstruction Evaluation / Airport Airspace Analysis (OE/AAA) program, which is primarily concerned with mission sustainment through management and control of both on and off-base environmental factors. The program leverages environmental tools such as DoD Readiness and Environmental Protection Integration (REPI), Air Installation Compatibility Use, Noise Abatement and Joint Land Use programs to achieve mission sustainment.
The candidate must have strong interpersonal skills, as well as an ability to operate independently in a telework environment. Consequently, this position requires organizational familiarity with the Department of the Air Force as the candidate will provide technical expertise and assistance at all levels of the Department. In addition, the program policy analyst serves as a primary interface to promote and broker the Air Force mission to the Federal Aviation Administration (FAA).
Primary Responsibilities:
- The candidate will promote and broker the Air Force mission to civil aviation and provide civil aviation's portal into national defense.
- The candidate will provide Air Force major commands (MAJCOMs), Air Force active duty, Air National Guard, and Air Force reserve commanders with technical expertise and assistance with airspace and air traffic control (ATC) matters relating to the National Airspace System (NAS).
- The candidate, through the OE/AAA web-based system and email, will coordinate as needed with MAJCOM and Installation Mission Sustainment Teams to facilitate identification/resolution of impacts proposed structures may have on AF assets and missions.
- The candidate will interface with the FAA at the local, regional, and headquarters levels to ensure Air Force operational requirements and priorities are considered as the FAA manages operations in the NAS.
- The candidate will provide support to the Department of Defense (DoD) Policy Board on Federal Aviation (PBFA) as required.
Basic Qualifications:
- Must have demonstrated knowledge of Air Force airfield and terminal instrument procedures, obstruction policies/criteria; knowledge of compliance or regulatory issues, statutes and sustainment issues that can affect mission sustainment.
- Must be experienced at managing execution of the FAA’s OE/AAA system to assess the potential adverse impacts posed by renewable energy development, including coordinating responses of installations and MAJCOMs
- Must be experienced and a highly effective communicator via written, verbal, and audio/visual methods.
- Must have 6+ years of experience in Airfield Operations or similar career-field.
- Must have 4+ years of experience coordinating with AF Operations Staff personnel or equivalent.
- Meet credentials held within the HQ AFFSA’s Core Position Description for Terminal Procedures Specialist experience
- Bachelors’ Degree and 6+ years of prior relevant experience or Masters’ Degree with 4+ years of prior relevant experience.
Preferred Qualifications:
- Prior experience with the Air Force as a civilian, active duty, or reservist is desired but not required.
- Candidate should have exceptional computer skills with proficiency in Microsoft Word, Excel, and PowerPoint.
Pay Range:
Pay Range $65,000.00 - $100,000.00 - $135,000.00Covid Guidance
