Leidos is seeking a Chief Engineer to support Space Systems Command / Enterprise Corps Systems Directorate (SSC/ECQ) Ground Base Radars Maintenance and Sustainment Services (GMASS) contract.  The GMASS contract performs equipment acquisition, configuration management, configuration, testing, equipment installation, maintenance and sustainment (including 24/7 help desk and system monitoring), security engineering, systems/sustainment engineering, training, and lifecycle logistics support. The contractor team will also participate in non-recurring Sustainment tasks focused primarily on UEWR and PARCS radar system sustainment, system modernization, integration, and support for potential U.S. funded Research & Development (R&D). Field Service Installation, Training and Maintenance is required at CONUS and OCONUS sites.

As a leader within the organization, you will be expected to collaborate and coordinate with a geographically distributed team while working independently to implement the customer’s vision.  Setting a vision for innovative capabilities and digital transformation, leading test and development teams, quantifying transformation benefits, developing Analysis of Alternatives (AoA), and participation on the Innovation Advisory Panel are essential duties as the Chief Engineer.  You will manage development and implementation of new or emerging technologies or processes to enhance mission capabilities.  You’ll be expected to support ground-based radar systems such as UEWR and PARCS while taking an active role in shaping the direction of digital engineering driven solutions.   Your immediate mainstays will be Digital Engineering, Digital Transformation, Project Management, team leadership, and ensure cybersecurity and agile development processes. The successful candidate must be comfortable with being technically challenged on an ongoing basis.

The Chief Engineer will directly support the Program Manager in achieving successful program outcomes for the US Air Force Space and Missile Systems Center / Ground Based Space Surveillance Division’s Maintenance of Space Situational Awareness Integrated Capabilities (GMASS) contract.

Responsibilities Include:

  • Serve as the Program Manager’s senior technical expert on GMASS program technical initiatives.

  • Develop and present technical presentation to senior Government personnel.

  • Identify candidate technologies, opportunities for commonality across GMASS systems and opportunities for data sharing between GMASS systems.

  • Develop and maintain the GMASS Sustaining Engineering Plan.

  • Lead risk and opportunity management activities.

  • Supervise the development of As Is and To Be capability assessments for the GMASS program.

  • Supervise and lead trade studies and analyses of alternatives to enhance GMASS enterprise capabilities as required.

  • Supervise the development of integrated enterprise and system-specific roadmaps for modernization.

  • Working with the GMASS program systems engineering, software and hardware engineering team, develop and implement approved modernization efforts within specified performance, cost and schedule objectives and ensures a seamless transition of new technologies into the program of record.

  • Supervise the identification and adapting future technologies and capabilities necessary to rapidly modernize the GMASS portfolio of systems as an enterprise. 

  • Maintain awareness and expertise in GMASS-relevant technology.

Required Experience, Skills, and Education:

  • Master's degree in engineering or physical science with 18+ years of relevant engineering experience and 10+ years in engineering management roles. A minimum of 3 years’ experience must be in senior roles directly relevant to GMASS's missile warning and space situational awareness missions.

  • Knowledge of the UEWR and PARCS radar systems and technologies that support the Air Force’s ground-based space missile warning and situational awareness missions.

  • Prior portfolio management experience, requiring the development of integrated technical modernization plans, based on reviewed trade studies, analyses of alternatives or similar technical studies.

  • Demonstrated mastery of systems engineering processes and practices, including DoD Architecture Framework (DoDAF) experience.

  • Demonstrated capability, across multiple programs, to take technology from concept to implementation.

  • Experience effectively communicating at senior levels within a customer organization and meeting with stakeholders to formulate, review, and execute technical plans and deliverable items.

  • Experience presenting briefings to senior customer management, customer stakeholders, and company management.

  • Experience migrating legacy radar systems to a modern digital engineering, digital transformation and Agile development environment.

  • Excellent verbal and written communications skills.

Preferred Experience, Skills, and Education:

  • Doctorate in engineering or physical science.

  • Preferred knowledge of COBRA DANE and Space Situational Awareness radars

  • Prior experience as a Chief Engineer, Chief Technology Officer or similar position on a major program.

  • Prior Air Force Space Command, Space and Missile Systems Center experience.

  • Technical program management experience.

Clearance Required:

  • Active DoD Top Secret security clearance with the ability to obtain a Top Secret SCI security clearance.


Pay Range:

Pay Range $139,750.00 - $215,000.00 - $290,250.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
