The Leidos Corporation has been selected by the National Science Foundation (NSF) as the Prime Contractor for supporting U.S. research sites in Antarctica.

Leidos is seeking a Project Management Manager (PMM) to support the Leidos Antarctic Support Contract (ASC). The PMM will work as part of the Projects, Planning, & Integration (PPI) leadership team, and leads the project management staff in successful execution of Capital and Minor Recapitalization projects.  Projects performed on ASC range from new build facility construction through revitalizing the infrastructure. Projects such as existing building remodeling, Information Technology systems development, deployment and integration, infrastructure upgrades, or replacements. The mission support program is currently in the early stages of a planned 10-year upgrade to transform one station, and undertake projects to upgrade and sustain other existing stations, facilities, infrastructure and services. The Antarctic Support Contract (ASC) program team is based in Centennial, Colorado and funded by the United States National Science Foundation (NSF).

Primary Responsibilities:
The Projects Management Manager is responsible for managing project portfolios, establishing standard project management processes, acquiring and implementing project management tools, instill execution methodologies tools, develop transparent project status reporting and metrics, as well as have routine customer contact. This includes establishing the processes and procedures all project managers will follow when executing an ASC project. This position performs the horizontal organization integration effort to analyze schedule impacts and resource conflicts and work with resource managers, sustaining operation functions to establish priorities and resolve impacts to ensure the performance baseline of each project is maintained. 

Specific Job Duties Include:

  • CAM/budget responsibilities of $25M.

  • Maintain alignment with NSF leadership on Project Management Key Performance Indicators (KPI).

  • Collaborate with functional, operational, and logistical resource managers to improve cross-functional collaboration.

  • Create strong collaborative team environment by establishing common vision, setting clear expectations and accountability.

  • Demonstrated capability of overseeing mid‐scale projects with responsibility for the full performance of the project (planning, directing, supervising, and controlling all scope, schedule, and budget functions).

  • Ensure project baselines are established and progress against the baseline is routinely measured.

  • Manage and report project portfolio progress in an ordered, accurate way, provide accurate and timely information to stakeholders.

  • Manages execution, coordination, and implements regular reviews/controls to track project cost and schedule performance.

  • Comprehensive understanding of Project Control Reports, identifies problem areas, and implements recovery plans.

  • Interprets and understands all the key elements of the project schedule to identify adverse trends and take correction action.

  • Understand, manage, and report portfolio-level variances.

  • Has successfully managed the application of appropriate coordination, reviews and follow ups across the project.

  • Ensure deadlines are set and met.

  • Provide the program with needed project management talent to execute projects.

  • Ensure the project management staff is equipped with the required knowledge, skills, and abilities to perform successfully.

  • Enable the business and project management team with efficient tools and processes.

  • Understand and improve project execution tools and processes.

  • Oversees, motivates, and monitors a team of 10-20 employees, ensuring quality and timeliness of assignments and roles, and addresses any performance gaps.

  • Manage personnel related matters, including providing performance-based feedback, providing support, and completing administrative paperwork as needed.

  • Other duties as assigned.

Required Qualifications:

  • Bachelor's degree and 8 – 12 years of prior relevant experience or Masters with 6 –10 years of prior relevant experience.

  • Must have full complement of project management skills including project scoping and estimating utilizing work breakdown structures, cost and schedule control, design and construction management, risk management, team building, resource planning, and procurement.

  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, PowerPoint, and Outlook.

  • Experience in leading a Project Management Office (PMO), multiple project managers, or large group of employees

  • Knowledge in earned value management and reporting.

  • Familiarity with subcontracts and material procurement's.

Preferred Qualifications:

  • The ideal candidate will have demonstrated experience in supporting or leading the setting up of a Program/Project Management Office.

  • Past experience managing a small program and/or a portfolio of projects valued at ~$25M or greater.

  • Familiarity with Primavera P6 planning and scheduling tool.

  • Experience with remote/austere environments, and/or complex logistical challenges.

Deployment to Antarctica may be required in this position at discretion of management.  If required, the individual in the position must successfully complete the physical and dental examinations, and psychological examination for winter-over positions, as required by the NSF for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action.

Pay Range:

Pay Range $113,100.00 - $174,000.00 - $234,900.00
