Job Description:
Serve as a Deputy Program Manager (DPM) for the TRICARE Overseas Program (TOP) responsible for administrative management of the Beneficiary Service Representatives (BSRs) located in Japan, Korea, and Guam. This position will report to the Program Manager (PM).
Responsibilities:
Administrative management of TRICARE BSRs located in the Pacific Region focusing on but not limited to time-charging management, performance management, HR related issues/activities, onboarding activities specific to the various sites, and coordinating coverage for planned/unplanned absences.
Shares BSR management responsibility with Prime Contractor Country Leads who will be responsible for the day-to-day operational management for BSRs.
Approve time off requests, manage and plan BSR coverage to accommodate vacancies, leave requests, and call outs ensuring on-site coverage as required.
Communicate BSR coverage plans and staffing status for vacant positions to the Prime Contractor.
Manage performance expectations and feedback from site personnel and Prime Contractor
Conduct mid-year reviews and annual performance evaluations.
Serve as the hiring manager for BSR staff, conduct interviews, and make hiring determinations.
Contribute to reports/deliverables, and track metrics or other information.
Identify opportunities for improvement and collaborate with the TOP management to determine if the improvements can be implemented.
Work closely with TOP management to escalate human resources, contracts, and legal issues within Leidos as required.
Complete all responsibilities and duties in accordance with the Health Insurance Portability and Accountability Act (HIPAA) guidelines to include proper handling of Protected Health Information.
Complete on a timely basis and comply with all required customer HIPAA, Leidos, and other training.
Responsible for drafting and ensuring adherence to SOPs, Job Aids, and ad hoc reports as needed.

Position based in Japan or Korea with potential to work remotely, with some travel (0-25%)
Qualifications:
Supervisory experience
Bachelor’s Degree and 4-6 years’ experience, or 6-8 years’ experience in lieu of a degree
Possess knowledge of TRICARE Overseas
Proficient with Microsoft Office Suite 2010 or later applications— Word, Excel, PowerPoint, Visio and Outlook
Knowledge in project management methodology, PMP preferred
Possess or ability to possess an ADP II/IT II clearance
Fluent in English
Excellent written and oral communications skills
Detail-oriented with excellent organizational and time management skills
Experience with successful planning and organization of complex tasks
Work independently in a high volume, fast-paced environment with changing priorities and deadlines
Knowledge of TRICARE Overseas Programs- DEERS, CHCS, and Web (General Inquiry of DEERS) GIQD preferred

Pay Range:
Pay Range $74,750.00 - $115,000.00 - $155,250.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
