Job Description:

Leidos is looking for an organized, motivated, and tech savvy Web Application Developer to join our team of engineers, analysts, and task leaders in providing web development support to the Cybersecurity & Infrastructure Security Agency’s (CISA) Emergency Communications Division (ECD) for the national security and emergency preparedness (NS/EP) Priority Telecommunications Services (PTS) Program.  This is an existing position which needs to be backfilled on a long-standing, Leidos Prime Program.

This position requires providing technical and non-technical professional expertise to address life cycle management of the Information Technology (IT) systems that support the PTS Program, to include the Telecommunications Service Priority Web application (TSPWeb) and software development security from inception of the IT system through accreditation, and obsolescence.  TSPWeb is a web application that provides support to the PTS Program, TSP Users and TSP Vendors.  The components of the system consist of virtual machines, application software, and leveraged services that make the system work.  The Web Application Developer will work both independently and as part of a team on managing and maintaining the existing TSPWeb system for ECD’s Telecommunications Service Priority Program Office (TSPPO). 

Primary Responsibilities

  • Work independently or as part of a technical team, in support of Information Technology (IT) systems that support the PTS Program.
  • Maintain TSPWeb application using the most current versions of .NET Core/.NET Framework, C#, Microsoft SQL, IIS for Windows Server, IIS, JavaScript, CSS, HTML, ASP.NET, AJAX, and JSON, following Agile development methodologies.
  • Provide support to TSPPO for scheduled maintenance, management, requirements development and developer documentation related to TSPWeb.
  • Recommend software system updates to make TSPWeb more responsive and efficient.
  • Provide infrastructure and operations & maintenance (O&M) support as needed, including security patches, software upgrades, database migrations, backups, installing TLS certificates, developing documentation, and maintaining application servers.
  • Document application problems and resolutions for future reference by maintaining an existing JIRA tracking system. 
  • Provide technical support for Security Authorization (SA) activities using the Federal Information Security Management Act (FISMA) and DHS policies, directives, and guidelines.
  • Support government Information System Security Officer (ISSO) activities and conduct reviews and provide recommendations for resolution of inconsistencies within existing DHS SA policies and procedures.
  • Produce solutions to a variety of problems that may arise in an expeditious and timely manner.
  • This is a National Capitol Region (NCR) telework position that involves participation in virtual meetings and occasional in-person meetings with Leidos team and Government staff at various locations in the NCR.
  • Coordinate all work product development with Government Program Manager and key stakeholders.

Basic Qualifications

  • Bachelor’s degree from an accredited college/university in Computer Science with 2-5 years overall software development experience or Master’s degree with 1-4 years overall software development experience.
  • Must be a US Citizen.
  • Must be able to obtain DHS Entry on Duty (EOD).
  • Demonstrated experience in modern .NET Core/.NET Framework, C#, Microsoft SQL, IIS for Windows Server, JavaScript, CSS, HTML, ASP.NET, AJAX, and JSON, following Agile development methodologies.
  • Ability to learn TSPWeb codebases, work on bug fixes, and work with TSPPO to gain an understanding of design patterns and be familiar with industry best practices to be implemented into CISA/ECD.
  • Able to attend and contribute to development team meetings, troubleshoot technical issues, and collaborate with TSPPO and other technical staff on enhancements to existing applications and creation of new applications as needed.
  • Ability to understand business requirements and modify code to meet those requirements.
  • Interact well with a team, positive attitude, good verbal and written communications skills, and strong self-initiative.
  • MS Office proficiency.
  • No initial clearance needed to start the program; however, you must be able to obtain and maintain a Secret security clearance.

Pay Range:

Pay Range $52,650.00 - $81,000.00 - $109,350.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.

Covid Guidance
