Today, wearable technologies, big data, machine learning, artificial intelligence, 3-D printing, and telehealth capabilities are driving significant and growing segments within the healthcare market. These emerging technologies, which are poised to transform care experience and service, can require enormous up-front investments and if not carefully designed, developed, and validated and/or tested in real-world settings, can yield little value to healthcare system or the patients it serves.

The AVAIL – Accelerating VA Innovation and Learning – indefinite delivery/indefinite quantity (IDIQ) contract serves as an opportunity to further the VA’s long-standing tradition as a pioneer in medical innovation and VHA’s journey towards excelling as a learning organization by offering VHA and the Office of Healthcare Innovation and Learning (OHIL) the availability to augment its ongoing design, development, and testing efforts around healthcare innovation in order to looking to increase efficiency and optimize their clinicians’ professional capabilities as well as to be better prepared to handle unexpected challenges, such as the COVID pandemic. OHIL has identified 5 major innovation task categories or “growth areas” in which ongoing efforts are focused on: (1) Personalized Care; (2) Data Transformation; (3) Digital Care; (4) Immersive Technology; and (5) Care and Service Delivery Models. AVAIL will augment VHA and OHIL’s capacity, through subject matter expertise, to design, develop, and test novel solutions and accompanying care and service models in the real-world setting of the VHA, ensuring that solutions create meaningful value for VHA clinicians, administrators, caregivers, and most importantly, Veterans, before being scaled into clinical production.

Leidos is looking for a Sr. Program Manager to Serves as the senior program manager on a program/contract to design, develop, test, and validate a virtual, immersive environment that enables training related to the prevention of sexual harassment for Veterans Affairs (VA) employees. Work includes the development of a working prototype – including functionality across multiple head-mounted displays–to validate the virtual and immersive experience, done so in collaboration with VA clinical experts who will determine utility and feasibility of this solution in a pilot study.

Primary Responsibilities

  • Prepare and deliver the monthly progress reports, the Pilot Benefits and Impact Report, and other program management deliverables in accordance with the delivery schedule.
  • Plan, organize, and conduct the Technical Kickoff Meeting to include preparing and submitting the agenda, minutes, and other meeting materials.
  • Serve as lead contractor and single point of accountability support on this contract and provides oversight to contractors.
  • Facilitate information flow between VA leadership, Office of Healthcare Innovation and Learning (OHIL), government staff, and Leidos staff.
  • Provide oversight regarding contract expenditures.
  • Analyze cost and pricing data submitted to verify and substantiate direct and indirect costs.
  • Ensure appropriate resources are assigned to accomplish tasks.
  • Oversee internal auditing of contract performance, internal program assessments, quality of work and quality and timeliness of deliverables.
  • Prepare program summaries and reports for OHIL leadership and others as required and/or requested.
  • Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity and make overall improvements for the program.
  • Provide ad hoc reports as requested.
  • Ensure full compliance with all contract requirements, schedules, and provisions.

Basic Qualifications

  • Master’s Degree with 10+ years expertise in biomedical research and healthcare innovation strategy.
  • Experience managing complex, healthcare innovation programs with focus on clinical and operational outcomes.
  • Significant knowledge of program/project operations and developing procedures, planning, and directing execution of the technical, programming, maintenance, and administrative support efforts.

Pay Range:

Pay Range $139,750.00 - $215,000.00 - $290,250.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
