Leidos is seeking candidates for Research Network Deputy Program Manager for the Traumatic Brain Injury Center of Excellence (TBICoE) Clinical Affairs Branch, Dissemination Branch, Research Branch and Mission Support office. TBICoE is a component of the Defense Health Agency (DHA). TBICoE is a division of the Research and Engineering Directorate (R&E). R&E is a Directorate of DHA. DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), is a congressionally mandated multi-site research, dissemintation and knowledge translation program, charged with advancing the traumatic brain injury state of the science and clinical standards, established in 1992. TBICoE’s mission is to conduct congressionally mandated traumatic brain injury (TBI) clinical research investigations, surveillance, clinical tool development, and dissemination of TBI education to DoD medical personnel, service members, including Guard and Reserve, and veterans with TBI, as well as their families. This multifaceted approach to TBI is best served with coordination between divisions, offices and network sites to advance the state of the science for TBI.
The Research Network Deputy Program manager will follow the established guidance of the Program Manager (TBICoE) leadership and the government Network Site Directors within their assigned network region. Knowledge of federal program management and federal budget process required. Ability to use sound judgment in problem solving and excellent interpersonal and communications skills required. Ability to coordinate complex issues at any given time required. Must adhere to legal, professional and ethical codes with respect to confidentiality and privacy. Knowledge and experience regarding the execution of clinical research trials, grant submission processes, general HRP and IRB guidance. The Research Network Deputy Program Manager supervises and oversees contract staff for administrative and personnel actions.
PhD in management or a health related field. Experience within one of the mentioned fields may be accepted in lieu of educational minimums.
Minimum 8 years in related experience working with government agencies, contracting and programs required.
Prior research experience within the DoD/VA systems of care strongly preferred.
Must be able to sit and stand for long periods of time, work in an office and clinical environment, and available to travel locally, regionally and nationally
Familiarity with military, health research, medical, government, and U.S. and foreign militaries terminology.
Experience and proficiency with Windows-based computer systems such Microsoft Office.
Experience with the military or consulting in a DoD environment preferred.
Ability to work both independently and as a valuable team member and communicate verbally and in writing with program managers and technical staff regarding matters of significant importance to the organization/project.
