DHS has a continuing requirement for Secure Enterprise Network Systems, Services and Support (SENS3) for the continued operations and maintenance and evolution of the Homeland Secure Data Network (HSDN) and the Classified Local Area Network (C-LAN).  The CBP Portfolio Manager (CPM) manages the full range of the project management lifecycle for CBP within the Department of Homeland Security (DHS). The CBP Portfolio Manager will be responsible for customer relations with the CBP POC, and all projects, deployments, reports and briefings required by CBP.  When needed the CPM may be called upon to manage projects for both C-LAN and HSDN. The CPM is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives, as well as ensuring that all programs run within scope, time, and budget constraints. The CPM will interface with task and functional leaders, subcontractors, and support personnel and influence development of solutions and processes that impact strategic goals and business results. The CPM will recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple area or disciplines. The CPM will provide measurable input to new solutions, processes or standards in order to achieve functional/project objectives. This position requires the ability to communicate with executive leadership (both internal and customer) regarding matters of significant importance to the organization/project. The CPM works to convince others to accept area’s view/current practices and agree/accept new concepts, practices and approaches. Has expert knowledge of industry practices, advanced techniques and solutions within a professional discipline to develop new standards, processes, and solutions.

Primary Responsibilities

The CPM position will analyze, design, test, implement and evaluate processes to ensure consistency and documentation to meet customer requirements for projects involving implementation of computer workstations, printers, scanners, network systems, such as local area networks (LAN), wide area networks (WAN), internet, intranet, and other data communications systems. The CPM will ensure the tasks of preparing cost estimates for business requirements and following the project through to completion (deployment); researching and recommending network and data communications hardware and software; establishing a good working relationship with customers and keeping customers informed of project status. The CPM will work within a matrix organization to achieve project goals following processes and creating documentation. The CPM will work with other areas of SENS3 to ensure processes integrate with other areas for seamless service.

Basic Qualifications:

  • Work in a dynamic and demanding work environment

  • Work independently with minimal or no supervision
  • Possess strong written and verbal communication skills
  • Possess strong customer relationship management skills and the ability to build effective customer relationships
  • Be able to manage multiple projects at the same time
  • Experience in successfully meeting SLAs
  • Requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.

Experience working in a matrix organization

  • Clearance Requirement: Top secret (Must be able to obtain TS/SCI)

  • Knowledge of IT network systems and components

  • Knowledge of current SENS3 processes
  • Knowledge of CBP processes

Pay Range:

Pay Range $113,100.00 - $174,000.00 - $234,900.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
